Recently, a scandal erupted online regarding the fine imposed on Ukrposhta by the National Bank. The company's director, Ihor Smilyansky, criticized the National Bank for this and mentioned predictions of “Ukrposhta's default.”

What did Igor Smilyanskyi say about the NBU?

Ihor Smilyansky criticized the National Bank for forecasts of Ukrposhta's “default” and statements about his “incompetence” as CEO, writes Channel 5.

The National Bank has lost its way a little in understanding Ukrainian legislation. The same applies when the NBU commented on the issue of Ukrposhta's default last year. I apologize, on what basis? Ukrposhta is in default? No, it is working,
– says Smilyansky.

He also added that the postal operator's capital is currently positive, and Ukrposhta completed the 4th quarter of 2025 with a record profit.

Therefore, as a citizen of Ukraine, I hope that other forecasts given by the National Bank will be a little better in quality than the forecast regarding the default of Ukrposhta. I told them then that it was a piece of shit, and I can repeat it to their faces today,
– said Smilyansky.

What was Ukrposhta fined for?

The regulator reported the details on its official website. It turned out that the national postal operator violated the requirements of the law.

The decision was made by the Committee on Supervision and Regulation of Banking Activities and Supervision (Oversight) of Payment Infrastructure on March 16, based on the results of on-site supervision.

The fine was imposed due to Ukrposhta's failure to submit the data requested by the National Bank within the established deadlines.

The specified institution (JSC “Ukrposhta” – 24 Channel) is obliged to pay the fine within 5 working days from the date of receipt of the decision,
– the regulator's statement says.

What was Ukrposhta's response?

  • Ukrposhta paid a fine of 255 thousand hryvnias, but does not agree with the NBU's decision and plans to file a lawsuit. The company believes that the NBU's demands are illegal and related to documents that do not relate to the regulator's scope of activity.

  • The National Bank of Ukraine responded to Ukrposhta's statement regarding its desire to appeal the regulator's decision in court. In particular, the National Bank stated that it considers it critically necessary to form an effective Supervisory Board of JSC “Ukrposhta” in the near future.

  • According to the text, an inadequate corporate governance and internal control system in a company is transforming from a local problem into a systemic risk for the country's payment infrastructure.
