Ukraine's state budget expenditures reached a record UAH 704.7 billion in December 2024, compared to UAH 426.3 billion in November. Of this, the general fund accounted for UAH 491.9 billion in December, up from UAH 340.2 billion in November.
According to data published by the Ministry of Finance on Monday, December 2024 expenditures were 28.5% higher than in December 2023. General fund spending rose by 23.7% year-on-year.
Thanks to significant international assistance, state budget revenues in December amounted to UAH 470.4 billion, up from UAH 302.6 billion in November. General fund revenues increased to UAH 286 billion from UAH 220 billion in November.
For 2024, the state budget received UAH 3.12 trillion in revenues – 16.8% (or UAH 448 billion) more than in 2023. General fund revenues grew by 30.9% (UAH 513.9 billion) to UAH 2.177 trillion, including UAH 453.6 billion in international grants, up from UAH 433.9 billion in 2023.
State budget expenditures for 2024 totaled UAH 4.479 trillion, an 11.6% (UAH 464.5 billion) increase from 2023. General fund spending grew by 15% (UAH 454.5 billion) to UAH 3.489 trillion.
As reported, the 2025 state budget projects revenues of UAH 2.327 trillion, including UAH 2.133 trillion for the general fund (excluding grants and international aid), and expenditures of UAH 3.929 trillion, with UAH 3.592 trillion allocated to the general fund.
