System of export provision of agricultural products working stably – Hetmantsev

During the first 30 days of the grain export provision system, the State Tax Service received 8,618 tax invoices from 887 VAT payers for registration in the amount of UAH 198.8 billion, Head of the parliamentary Committee on finance, tax and customs policy Danylo Hetmantsev said.

He said that during this period, the State Tax Service registered 8,310 tax invoices in the amount of UAH 196.6 billion or 8,106 tonnes. At the same time, tax invoices were registered at a rate different from 0% for UAH 841.4 million VAT, and according to the signs of unconditional registration UAH 18.0 billion. The State Tax Service stopped the registration of 198 tax returns, which were submitted by 59 agricultural producers, for a total of UAH 557.9 million.

Hetmantsev said the system is working stably, and exports are carried out for all commodity items.

The top five exported products included oil some 662,000 tonnes for UAH 74 billion, soybeans some 498,000 tonnes for UAH 54.8 billion, corn some 4,19 tonnes for UAH 35.4 billion, wheat some 1,569 tonnes for UAH 13.7 billion, rapeseed some 365,000 tonnes for UAH 8.2 billion.

"In 2023, we launched an ambitious project that became a reality this year and demonstrated a successful, and most importantly, effective start. The export of 'black' agricultural products has been stopped. Naturally, the effectiveness of the project is possible only with high-quality administration," the head of the parliamentary finance committee said.

Hetmantsev said when introducing a new system for the export of agricultural products, there are cases from the "No comment" section.

"One of the entities, at the expense of the limit formed by purchasing parking spaces in Kyiv and parking maintenance services, sent export invoices for registration some 46 tonnes of soybeans. On average, the purchased parking space is 15 square meters, and 18 were purchased. That is, now we even know the yield of soybeans in the underground parking some 1.7 centners per square meter," the head of the parliamentary finance committee said.

As reported, from December 1, Ukraine start to implement an export support regime for operations on the export of certain types of goods, namely: natural honey, walnuts, wheat, a mixture of wheat and rye (meslin), rye, barley, oats, corn, soybeans, rapeseed, colza, sunflower seeds, sunflower, soybean and rapeseed oil, oilcake and other solid waste and residues.
