Payments for destroyed property for businesses, war risk insurance – how the amounts have increased

The government is expanding the war risk insurance program, so compensation for damaged or destroyed property will increase. In some cases, the amount has increased by tens of millions of hryvnias.

What compensation can be received for war damages?

Compensation for damaged property in frontline regions is increasing to 30 million hryvnias, and for the rest of the territory, the amount of insurance premium compensation is increasing to 3 million, Prime Minister Yulia Svyrydenko announced.

Regarding compensation for damaged or destroyed property:

  • increased the maximum amount of compensation from 10 million hryvnias to 30 million;
  • abolished the norm according to which the amount of compensation was reduced by the amount of previously received grants or other state support;
  • Applications can be clarified until May 1, 2026, including increasing the claimed amount of possible losses or adding other property to the application.

Regarding insurance premium compensation:

  • increased the maximum amount of compensation from 1 million hryvnias to 3 million;
  • We have accelerated the opportunity to receive support – you will be able to apply for compensation as early as the 31st day after concluding the insurance contract.

How to apply for compensation?

To receive compensation for damaged or destroyed property, you must:

  1. Enter the property in the Register of Damaged and Destroyed Property.
  2. Submit an application for compensation to the Agency.
  3. Attach to the application: documents confirming ownership, a certificate of absence of tax arrears, a photo of the damage (if available), an inspection report, a technical condition report, evidence of destruction/damage (acts/certificates from the State Emergency Service, national police, etc.), a technical passport, an act and report on the property valuation, documents on the signatory.
  4. Receive compensation within 30 days.

What are the payments for destroyed housing in Ukraine?

  • Compensation for destroyed housing in Ukraine depends on the status of the applicant, where privileged categories have priority in the queue, but do not receive a larger amount.

  • Priority categories include combatants, people with disabilities, large families, and others, and the priority can only be applied to one residential property.

  • The main criteria for receiving payment are the destruction of housing as a result of military actions, confirmation of ownership, and an official survey of the destroyed housing.

  • In the event of a denial of compensation, the owner has the right to appeal the decision by receiving a written explanation of the reasons for the denial and filing a complaint with a higher authority or court.
