Small sole proprietors can receive a cash payment from the state, which can be spent on the purchase of energy equipment or fuel and issued through Diya. However, there are conditions related to the payment of taxes and the number of employees.

Who can receive a generator payment?

Individual entrepreneurs of the 2nd or 3rd group can participate in the program, reports Diya.

They should work in the following areas:

• product trade;
• food;
• medicine;
• transportation;
• education.

An application can be submitted by individual entrepreneurs who are not located or do not conduct business activities in temporarily occupied territories, as well as in areas of active hostilities.

You can send help to:

1. Power equipment: generators, batteries, inverters, SNE.
2. Solar energy: panels and all necessary components.
3. Electrical goods: stabilizers, protective devices, cables, installation materials.
4. Operation: fuel for generators and services for installation or commissioning of equipment.
5. Utility bills: payment for electricity services.

How to withdraw money through Diya?

• Log in to the Diya portal (section “Employee Assistance for Energy Sustainability”).
• Check your personal information;
• Choose what you plan to spend the aid on;
• Confirm that the aid will be spent for the intended purpose;
• Open Action.Card;
• Select Action.Card;
• Review the application data and sign it;
• Wait for the charge.

What is the amount of financial assistance for energy sustainability?

The amount of assistance depends on the number of employees:

• 1 employee – 7,500 hryvnias;
• 2 employees – 9,000 hryvnias;
• 3 employees – 10,500 hryvnias;
• 4 employees – 12,000 hryvnias;
• 5 employees – 13,500 hryvnias;
• 6+ employees – 15,000 hryvnias.

Please note! To receive the payment, the registration date of the individual entrepreneur must be December 1, 2025 or earlier, there must be employees, and no arrears in payment of the social security contributions for employees as of January 26, 2026.

What other help is there for businesses?

• Ukraine has a program called “Affordable Loans 5 – 7 – 9%”, which was expanded in January 2026.

• The maximum loan amount for energy efficiency and energy independence has been increased from 150 to 250 million hryvnias.

• Cogeneration units have also been added to the list of equipment for which loans can be taken. This way, businesses will be able to attract more funds for installing distributed generation.
