No grounds for stopping certification of Ukrenergo and import of electricity – NEURC

The National Energy and Utilities Regulatory Commission (NEURC) denies the possibility of stopping the certification of Ukrenergo as an independent transmission system operator under the ISO model and the associated threat to electricity imports.

"We note that as of today, there are no grounds for stopping the certification of the transmission system operator or the impossibility of using cross-border flows to attract electricity imports," the regulator said on its website on Monday evening.

The National Energy and Utilities Regulatory Commission confirmed receipt of a letter from the Director of the Energy Community Secretariat, Artur Lorkowski, dated October 9, 2024, stating that it notes the need to maintain compliance of Ukrenergo with the requirements for the separation of Directive (EU) No. 2019/944 of June 5, 2019 on general rules for the internal electricity market (the Electricity Directive).

They indicated that the Energy Community Secretariat informs the NEURC, in particular, about the need to complete the formation of the operator's supervisory board.

"It should be noted that all the procedures necessary for this are already taking place within the established timeframes and in the established manner," the statement says.

"Any information in the media about the threat to electricity imports is outright manipulation on the eve of the heating season with the aim of destabilizing society," the commission emphasizes.

Earlier, in a column for the Ekonomichna Pravda edition, the director of the Energy Industry Research Center, Oleksandr Kharchenko, commenting on Lorkowski's letter, noted that the cancellation of the certification of Ukrenergo poses a threat to the implementation of electricity imports, which became possible after the synchronization of the Ukrainian and European energy systems in 2022.
