Milk prices in Ukraine: expert surprised with forecast 1

Georgy Kukhaleyshvili notes that unlike last year’s period, when the market saw active demand for raw milk and purchase prices were rising, at the beginning of September 2025, there was no high demand from dairy processing enterprises, and raw milk did not increase significantly in price over the past month. Dairy processing enterprises are working on a warehouse basis, and the existing supply fully covers the demand for dairy products in Ukraine. In September, Ukraine almost did not export dairy products to the EU against the background of the restoration of duties, the exhaustion of quotas after the cancellation of autonomous trade measures (ATMs) by the European Commission, and a decrease in world prices for butter, powdered milk and other dairy products.

The suspension of the growth of raw milk prices in early September is a global trend. High world prices for dairy products, especially butter, have been pushing the price of raw milk up since the second half of 2024. Their sharp drop in early September this year may force dairy processing in exporting countries to reconsider their purchase prices for raw milk downwards. Therefore, in such conditions, Ukrainian products are not interesting to traders from the EU. In addition, according to the new trade agreements between the US and the EU, Europeans must import up to 20 thousand tons of American dairy products duty-free every year, which creates unwanted competition for Ukrainian companies. Modern American dairy processing enterprises are more competitive, even despite the expensive logistics, than Ukrainian dairy processing enterprises with outdated material and technical base.

The restoration of demand and growth in prices for raw milk in Ukraine is likely in October if the European Commission approves a new trade agreement and resumes exports of dairy products to European countries and increases demand in the domestic market.
