Due to the increase in the cost of electricity and losses from massive shelling, Ukrainian mobile operators have already raised tariffs in several stages. The President of Kyivstar said whether another price increase is planned.

What will happen to Kyivstar tariffs?

Kyivstar reported that the tariff review has already taken place, and no new changes are planned in the near future. This was stated by the company's president, Oleksandr Komarov, RBC-Ukraine reports.

Unfortunately, we are not immune from external factors. Each price revision is a forced reaction to market reality, which depends on the growth of the cost of basic resources and is not a unique practice of Kyivstar,
– says Komarov.

According to him, electricity costs in February 2026 increased by approximately 200% compared to February 2023. Expenses for radio frequency monitoring (by almost 35%) and radio frequency spectrum rental fees (by 37%) also increased significantly. In addition, labor costs are increasing every year.

Why are mobile phone tariffs increasing in Ukraine and what are the prices in Europe?

Market participants explain that this is not only a commercial decision, but also an issue of infrastructure stability in conditions of war and economic pressure. According to economist and telecom market expert Anatoly Amelin, Ukrainian mobile communications today demonstrate a quality that often exceeds the performance of European and even American operators.

Ukrainian mobile internet and communication are head and shoulders above European and even more so American! Seriously. In Berlin I caught 4G intermittently. In the city center! In Washington the speed sometimes made me nervously refresh the page,
– he notes.

At the same time, the price of mobile communications in Ukraine remains one of the lowest in the world. As of the beginning of 2026, the average cost of tariffs with a mobile Internet package of 20-40 GB is about 7-8.5 euros per month. For comparison: in Germany, similar services cost 30-40 euros, in France – about 20 euros, in Poland – 10-12 euros.

However, the low price also has a downside. Over the past two years, Ukrainian operators have been forced to invest significantly in the energy independence of the network and its restoration after shelling.

What Ukrainian operators have built over the past two years has no analogues in the world. Nowhere. Not in any country(!): 100% of base stations – with batteries… at least 25% of stations in each region – with generators for 72 hours,
– explains Ameline.

Other news from mobile operators

  • Mobile operator lifecell is increasing prices for some tariff lines from April 15, 2026. The price increase is due to the need to maintain the stability of the infrastructure, which during the war demonstrates high quality compared to European and American operators.

  • Kyivstar will gradually turn off 3G and switch to 4G in some settlements in four regions of Ukraine starting April 7. Users are advised to check their smartphone settings for 4G support, and if the SIM card is outdated, it should be replaced.

  • Vodafone has expanded its 5G testing in Lviv to include the Main Railway Station, where network load is extreme due to high passenger traffic. The testing is being conducted using Nokia equipment.
