Business payments due to the war – Svyrydenko spoke about compensation for employees' salaries

Yulia Svirydenko announced the launch of a new state initiative called “Tochka Opory”. Its main goal is to support businesses that have suffered from Russian shelling and help companies not lose their employees.

How can a business obtain compensation from the state for “downtime”?

These are enterprises that were forced to temporarily stop work due to destruction or are now trying to recover from the attacks. It is for them that financial assistance from the state is provided, Prime Minister Yulia Svirydenko said.

Under the program , employers will be able to receive partial compensation for employees' salaries during the downtime. Moreover, the state will also cover the costs of a single social contribution from these payments.

The program will help businesses keep their teams in the most difficult period, recover and continue working. And people will be able to keep their jobs, income and insurance record,
– says Svyridenko.

What compensation can be received for war damages?

Compensation for damaged property in frontline regions is increased to 30 million hryvnias, and for the rest of the territory, the amount of insurance premium compensation is increased to 3 million.

To receive compensation for damaged or destroyed property, you must:

  1. Enter the property in the Register of Damaged and Destroyed Property.
  2. Submit an application for compensation to the Agency.
  3. Attach to the application: documents confirming ownership, a certificate of absence of tax arrears, a photo of the damage (if available), an inspection report, a technical condition report, evidence of destruction/damage (acts/certificates from the State Emergency Service, national police, etc.), a technical passport, an act and report on the property valuation, documents on the signatory.
  4. Receive compensation within 30 days.

What other help is there for business in Ukraine?

  • Ukraine has a program called “Affordable Loans 5 – 7 – 9%”, which was expanded in January 2026. The maximum loan amount for energy efficiency and energy independence was increased from 150 to 250 million hryvnias.

  • Cogeneration units have also been added to the list of equipment for which loans can be taken. This way, businesses will be able to attract more funds for installing distributed generation.

  • Small individual entrepreneurs of the 2nd or 3rd group can receive a payment for the purchase of energy equipment through the Action, if they do not work in occupied or combat territories. The amount of assistance varies from 7,500 to 15,000 hryvnias depending on the number of employees, and the individual entrepreneur must be registered by December 1, 2025.
