Business grant – who can receive assistance from the state – list of requirements

In 2026, the state continued the grant program for Ukrainian entrepreneurs, which helps launch or develop their own business. This year, the amount of funding was increased, which expanded business opportunities.

Who can receive a business grant?

The details were provided by the State Employment Service. The program is designed to encourage entrepreneurship, create new jobs, support micro and small businesses, and promote economic recovery.

According to the Diya portal, citizens of Ukraine who plan to open a sole proprietorship as long as they are active individual entrepreneurs, as well as legal entities (the ultimate beneficial owners of which are citizens of Ukraine), who:

  • do not reside or work in the temporarily occupied Ukrainian territories or in Russia;
  • are not under sanctions;
  • were not held criminally liable for corruption;
  • have no debt to the budget;
  • against whom no bankruptcy proceedings have been initiated;
  • do not produce or sell weapons, alcoholic beverages, or tobacco products;
  • do not engage in currency exchange;
  • are not credit, insurance organizations, investment, non-state pension funds, professional securities market participants, and pawnshops.


What are the sizes of grants from the state / Photo SES

The money can be used for the purchase of equipment, purchase of raw materials, rent (no more than 25% of the amount), equipment rental, marketing and advertising, as well as franchising.

Interesting! Since 2022, 35 thousand grants have already been funded in Ukraine and 50 thousand new jobs have been created.

How to apply for a grant?

  1. Create an application and business plan , submit them through the Diya portal.
  2. Business reputation screening at an authorized bank is automatic.
  3. Take an online interview at a regional employment center.
  4. After the PES makes a decision to provide a microgrant, wait for a notification about the results in your personal account in Diya.
  5. Within 20 business days from the date of receipt of the notification:
    – if you are an individual, register as an individual entrepreneur or create a legal entity;
    – contact an authorized bank, conclude a microgrant agreement by signing an application for accession to the microgrant agreement and submit documents for opening a special account for transferring funds.

What is the process for evaluating a business plan?

The decision to provide a microgrant is made on the basis of: checking the recipient's business reputation (carried out by an authorized bank), assessing the business plan (in accordance with the criteria in Appendices 3 and 4 of the Order of the Ministry of Economy No. 1969 of July 6, 2022), as well as assessing the interview (Appendix 5).

The State Employment Center will review your application within 15 business days after the deadline for submitting grant applications, and Diya will notify you of the result.

How does the state support business in winter?

  • Let us remind you that during the difficult winter, individual entrepreneurs of groups 2-3 who work in socially important areas can receive a one-time cash assistance from the state – up to 15 thousand hryvnias .

  • In addition, there is a program of preferential loans for generators and other energy equipment – for a period of up to 3 years for an amount of up to 10 million hryvnias .
