Ukraine has strict regulations regarding the height of fences between plots and on the street side. Owners can be fined for violating building regulations.
What height of fence is allowed by law?
According to the State Building Code, the general height requirement for fences is no more than 3 meters in height. However, the size is adjusted according to the location of the fence.
Thus, the norms are:
- between neighboring sections – height up to 2 meters;
- from the street side – height up to 2.5 meters.
At the same time, local councils in cities and towns may establish additional building regulations, which may, in particular, concern the height of fences.

It states that a fine of between 340 and 1,360 hryvnias has been established for citizens, and between 850 and 1,700 hryvnias for officials and entrepreneurs.
Remember! In some cases, the height is allowed to be higher than 2.5 meters. These include fences around a chemical plant (3-4 meters), or around a military facility (2.5-3 meters).
What buildings cannot be built on your own land without permits?
In addition to the height of the fence around your plot, it is also worth considering what you can legally build on your territory. The types of buildings for which you do not need a permit are spelled out in the legislation.
-
Without permits, it is not possible to build residential, summer, private, apartment buildings, industrial, commercial premises, or capital garages with foundations.
-
Work permits are not required for connection to utility networks, installation of metering devices, roof replacement, and thermal insulation of facilities with minor and medium impacts.
