Preferential exports of soybeans and rapeseed brought UAH 1.8 billion to the budget

The preferential export system for soybeans and rapeseed continues to operate stably in Ukraine. Since the beginning of the marketing season, almost 2 million tons of products have already been exported under preferential mechanisms.

Exports of soybeans and rapeseed brought billions of hryvnias to the budget

Deputy Minister of Economy, Environment and Agriculture Taras Vysotsky reported that the system of preferential oilseed exports is operating normally and remains controlled. According to him, since September, Ukraine has exported almost 2 million tons of soybeans and rapeseed.

The total volume of transactions carried out under preferential conditions reached 3.5 billion hryvnias.

At the same time, the state budget has already received 1.8 billion hryvnia in payments. Of this amount, 470 million hryvnia was directed to a special fund.

The ministry has tightened control over export operations

In April, Ukraine experienced a seasonal decline in soybean and rapeseed exports. The ministry explains that this trend is typical for the end of the marketing year and is likely to continue until the end of the season.

The government has also strengthened monitoring of export operations. This involves additional data reconciliation between expert opinions of the Chamber of Commerce and Industry and information from the State Agrarian Register.

According to Taras Vysotsky, in April the Chamber of Commerce and Industry issued 362 expert opinions, and another 62 in the first days of May. At the same time, no cases of cancellation of documents due to exceeding export volumes have been recorded so far.

What are the current prices for soybeans and rapeseed?

As of May 2026, rapeseed purchase prices in Ukraine are holding at UAH 24,000-27,000 per tonne (on CPT-port terms), while soybeans remain under pressure due to lower demand, showing prices around UAH 18,000 per tonne . The European rapeseed market is showing an upward trend, potentially reaching EUR 500 per tonne .

Current prices for May 2026:

  • Rapeseed (DAP/CPT Odessa): Average price ranges from 26,000 to 27,000 hryvnias per ton. Export prices are around 535 to 540 dollars per ton.
  • Soybean (GMO, DAP Odessa): Prices have stabilized, approaching the level of 18,000 – 18,200 hryvnias per ton. Currency prices are held at 383 – 388 dollars per ton.

Soybean and rapeseed exports in a new way: what is the government changing and who will it affect?

  • Ukraine plans to update the rules for exporting soybeans and rapeseed for more transparent monitoring of the origin of products and control of carryover residues.

  • The new rules include verification of producers in the State Agrarian Register for duty-free exports and the establishment of yield thresholds.

It is expected that such changes will help avoid abuses and ensure that only those agricultural producers who have actually grown the products themselves benefit from duty-free export benefits.
