Despite the challenges of the war, the state has provided significant support for Ukrainian farmers in 2026. Farmers can receive grants to develop their own business or support agricultural production.
What support has the government included in the budget?
In the state budget for 2026, the government has allocated 14.1 billion hryvnias to support the agricultural sector. This is one of the largest sums in recent years, writes Latifundist.
As noted by the Minister of Economy, Oleksiy Sobolev, these funds are directed to areas important for the economy that ensure the sustainability of the agricultural sector.
The priorities are frontline areas, irrigation development and support for producers working in the most difficult conditions. We are strengthening insurance instruments, directing money to livestock, aquaculture and humanitarian land demining,
– emphasized Sobolev.

From the amount allocated in the budget, funds are distributed in the following areas:
- support for agricultural producers – 9.5 billion hryvnias;
- support for farms – 2.6 billion hryvnias;
- humanitarian land demining – another 2 billion hryvnias.
What are the main programs and grants available?
In 2026, various support programs for farmers operate in Ukraine. Typically, each of them is aimed at a specific task.
- Land grants
These are payments per 1 hectare for farmers working in a zone of possible hostilities and in deoccupied territories.
- Support for livestock farming
The state provides special subsidies to farmers for keeping cows, goats, and sheep, ranging from 2 to 7 thousand per head of livestock.
- Compensation for the purchase of Ukrainian-made machinery and equipment
Farmers are refunded up to 25% of the cost of purchased equipment that is made in Ukraine and has at least 60% localization.
- Grants for the development of horticulture and greenhouses
The budget for this program has allocated 465 million hryvnias in 2026. Agricultural producers working in frontline areas enjoy special conditions, namely the state covers up to 80% of the costs.
- Grant for a processing enterprise
It is aimed directly at those involved in the processing of agricultural products. Participants must have a contract for equipment and provide at least 5 jobs, writes Kurkul.
- “Cotton” program
This is new support that should stimulate the cultivation of important raw materials for the defense industry.
- “Own Business” Grant
The assistance amounts to up to 350 thousand hryvnias, and for combatants – up to 1 million. Half can be used for seeds, fertilizers, etc., and the rest for equipment.
Also, for the first time this year, the government launched support for the construction of large vegetable and fruit storage facilities . The state will cover up to 30% of the construction cost, but not more than 20 million hryvnias, said Prime Minister Yulia Svyrydenko.
Support will be provided for the construction of new storage facilities with a capacity of 3 thousand tons and subject to the creation of jobs. Preferential conditions will apply to frontline regions. The state will be able to cover up to 50% of the construction cost if the enterprise: is located in areas of active or possible hostilities; owns 80% of land plots in temporarily occupied territories,

What farmer safety programs are in place?
Ukrainian farmers can also take advantage of the state agricultural land demining program. Under this initiative, the state fully pays for the work of clearing territories from explosive objects.
In addition, a state agricultural insurance program has been launched in Ukraine. It is designed to help farmers reduce the risks of possible losses in their work. Under this program, the state compensates farmers for up to 60% of the cost of insurance.
