During martial law, many Ukrainians are wondering whether a farm can provide the right to reservation from mobilization. However, the mere registration of such a business does not guarantee an automatic postponement.

Who can make a reservation?

The key condition remains obtaining the status of critical importance. Channel 24 delved into the details of the legislation.

The rules for reservation from mobilization for workers of agricultural enterprises were changed at the end of 2025. By order of the Ministry of Economy, the area of land for cultivation was doubled, as well as the amount of net income from the sale of products.

Now, to confirm the status of a critically important enterprise in the agricultural sector, two criteria must be met.

First, to carry out activities related to the production, processing and sale (export) of agricultural products by the main type of activity in accordance with the specified classification codes (KVEDs).

Secondly, meet one of the following three criteria:

  • to cultivate agricultural land on an area of at least 1,000 hectares for the implementation of relevant activities;
  • to cultivate perennial plantations on an area of at least 50 hectares for the production of fruit products that are on the balance sheet of the enterprise;
  • be economically active with an annual income of at least 40 million hryvnias .

In addition, the legislation provides for a minimum wage of UAH 21,617.50 (2.5 “minimum wages”) for reserved workers. However, the package of documents that must be submitted with an application for critical enterprise status is determined by Government Resolution 76.

Please note! The presence of a reservation does not mean complete exemption from military service. Such individuals must continue to update their military registration data and, if necessary, undergo a verification of the validity of the grounds.

What else should farmers know?

  • By the way, in February, Ukraine resumed accepting applications for a state grant for the development of orchards, berry orchards, vineyards, and greenhouses. The program is being implemented with the support of the European Union. To participate, farmers must prepare their own planting project, as well as meet the requirements for land area, crop types, irrigation system, etc.

  • Ukrainian farmers are also calling for a review of the current state program for compensating for the cost of agricultural machinery. They have appealed to the Ministry of Economy to allow the purchase of used machinery for frontline areas within its framework.
