Kyiv authorities forced to cancel deal for purchase of 400 CCTV cameras with facial recognition, temperature screening

The supplier was selected without a formal bidding under the pretext of urgent anti-coronavirus measures.

Kyiv municipal authorities, who had earlier decided to procure 400 CCTV cameras with facial recognition function and built-in thermometers, were forced to call off the deal worth almost UAH 65 million, which is 7% of all of the country’s coronavirus response expenditures over the past two weeks.

The data from ProZorro e-procurement platform showed that the contract was sealed without a proper bidding, which would have been allowed if such sophisticated equipment were put on the list of products essential for combating COVID-19, as per the relevant Cabinet resolution.

The State Audit Service of Ukraine has confirmed procurement violations, ProZorro’s press service reported.

“Soon, information on the termination of contract appeared on the bidding page on ProZorro. Payments under this agreement have not yet been made, so all funds were saved,” the statement said.
