Businesses will have to repair about 2.5 million square meters of roads at their own expense – this is part of the work that is included in the contractors' warranty obligations. The rest will be financed by the state, but it will do so mostly on credit.
Why would a business cover road repairs at its own expense?
This is about a quarter of the total coverage that now needs urgent restoration (more than 10.9 million square meters out of a total of 23.5 million), writes Forbes.
Serhiy Sukhomlyn, head of the Infrastructure Restoration and Development Agency, said that the agency has already contacted 20 contracting companies with a demand to fix the identified defects. So far, none of them have refused to fulfill their warranty obligations.
However, the bulk of the repairs will still be financed by the state – this is at least 75% of urgent work:
- In total, the Cabinet of Ministers plans to allocate up to 10 billion hryvnias from reserves to roads.
- According to Sukhomlyn's estimates, about 50 billion hryvnias are needed to bring the road infrastructure to a normal state, taking into account military needs.
- Some of this work will probably have to be done on credit.
In addition to budgetary funds, international institutions are involved in financing – in particular, the European Investment Bank and the European Bank for Reconstruction and Development, as well as grant programs such as CEF.
Why do Ukrainian roads need urgent repairs?
The Kyivavtodor Criminal Investigation Department told RBC-Ukraine that the critical situation on the roads arose due to very old pavement. After all, some roads have not seen major repairs for decades.

In particular, after winter, there is an additional risk associated with freezing and thawing of water in cracks on the surface of the coating. Experts also note that the cause of destruction is often loads when the movement of heavy vehicles increases or it is uncontrolled.
The company also noted that roads that have been repaired in the last 5-7 years are virtually free of damage. Therefore, we are talking exclusively about those areas that have not been emphasized for decades.
What is known about road repairs in Ukraine?

The Ukrainian government is allocating additional billions from the reserve for the repair of roads with high traffic intensity. Current repairs on international highways are expected to be completed by May 1, and other major works by June 1.

Earlier, according to the Prime Minister's announcement, it became known that the pace of road repair will increase to 150 thousand square meters per day. Previously, the figure was 60 thousand square meters per day.

In particular, due to the lack of funding and the long absence of repairs, the winter of 2025-2026 became a test of strength, which some of the Ukrainian roads did not pass. Thus, experts note that without current expenditures and minimal repairs, Ukraine may completely lose its roads. In particular, in some places, only major repairs can correct the situation on highways.
