
Former commander of the Security Assistance Force in Ukraine, Antonio A. Aguto Jr., a U.S. Army major general, was intoxicated during a trip to Kyiv in 2024 and lost control of classified documents for a while.
This is stated in the report on the investigation into Aguto from the Office of the Inspector General of the US Department of Defense, which was released on March 12, 2025.
The matter concerns that the Major General violated the rules for Defense Ministry personnel. Major General Aguto was in Ukraine from May 6 to 15, 2024. On May 14, he was unable to work due to a concussion sustained in a fall in a hotel room. Antonio Aguto fell the day before after “excessive alcohol consumption,” the report says. Before that, he drank two bottles of alcohol during a 6-hour dinner.
There were also suggestions that he came to work in a state of alcohol intoxication, in particular to meetings, but the investigation denied this.
The document also states that the investigation proved that the officer did not pack and seal the classified documents properly, did not obtain permits for transportation, and also lost possession and control over the classified documents for more than 24 hours.
“We determined that he chose to take the secret maps with him for use during the security assistance mission and assigned control of the maps to his staff. We did not find sufficient evidence to establish who controlled the secret maps after the travelers boarded the train for the return journey,” the Ministry of Defense wrote.
