The mobile operator Kyivstar offers several tariffs with different prices, but one of them remains the most affordable. It is the ALL IN ONE Comfort tariff, but not all users can activate it.
Who can activate the cheapest Kyivstar tariff?
In March 2026, you will have to pay 220 hryvnias per month for the basic package, Kyivstar writes.
However, it is not available to all Ukrainians. It can be connected by:
- people aged 60 and over (including those who turn 60 in the month of activation);
- persons with disabilities of groups I – III.
You can activate the tariff only in the operator's physical stores. To do this, you need to bring documents with you – a passport or ID card and an identification code. You can also confirm the data through the Diya application.
People with disabilities must additionally show an appropriate certificate or certificate from a medical and social expert commission to confirm their status.
What is included in the 220 UAH tariff?
The ALL TOGETHER Comfort service package includes:
- 10 Gigabytes of mobile Internet, of which 8 Gigabytes are available in roaming;
- unlimited calls within the network;
- 100 minutes for calls within Ukraine;
- 100 SMS;
- access to Kyivstar TV (“Light” package);
- home internet.

The cheapest offer is from Kyivstar for 220 hryvnias, but it is intended for people 60+ years old and people with disabilities.
If we talk about the general tariff, then ALL TOGETHER Light from Kyivstar is the cheapest , it costs per month:
- 290 hryvnias if you port your number,
- 370 hryvnias if you change the tariff within the Kyivstar operator.
