1.1 million euros for Russia: director of cardboard packaging plant with branches in Kyiv, Dnipropetrovsk and Luhansk regions detained

Under the procedural guidance of the Dnipropetrovsk Regional Prosecutor's Office in Kyiv, the director of a cardboard and paper packaging production company was detained and reported suspicious. According to the investigation, in 2021 the company signed a contract with a Russian manufacturer for the supply of equipment worth over 1.1 million euros. And after the start of the full-scale invasion, the director continued to cooperate with the Russian side.

This was announced by the Prosecutor General of Ukraine Ruslan Kravchenko.

The company has been operating since 1994, is registered in the capital, has production facilities in Luhansk region and branches in Dnipropetrovsk and Kyiv regions. 99.5% of the company's shares are owned by a Cypriot company, and its beneficiary, a citizen of Ukraine, has headed the company since its foundation.

According to “Scheme” sources in law enforcement agencies, we are talking about businessman Gennady Minin , the owner of the Rubizhansk Cardboard and Packaging Plant.

Law enforcement officers found out that in 2021, as part of the implementation of the agreement, an advance payment of 810 thousand euros was transferred to the accounts of a Russian company. After 2022, in order to circumvent the government ban on the import of goods from the Russian Federation, the suspect involved a Belarusian intermediary company in cooperation.

“It was for her that the supply of equipment was registered, which was later imported into the territory of Ukraine in transit through one of the EU countries. As part of this scheme, the Russian supplier was transferred the balance under the contract in the amount of over 382 thousand euros. In order to accelerate deliveries, the suspect also promised the representative of the aggressor an additional 92.4 thousand euros for shipment and VAT coverage,” the Prosecutor General noted.

During searches at the enterprise, law enforcement officers seized shipping documents, mobile phones, and computer equipment.

The detainee was informed of suspicion of aiding an aggressor state (Part 1 of Article 111-2 of the Criminal Code of Ukraine). The sanction of the article provides for ten to twelve years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for a term of ten to fifteen years and with or without confiscation of property. The defendant is currently in custody.

Gennady Minin has a Russian passport and ties to Viktor Medvedchuk — “Schemes” investigation

Gennady Minin is a Ukrainian politician and businessman, a former deputy of the district council from the pro-Russian party “Opposition Platform – For Life”. During the full-scale invasion of the Russian Federation, he continued to engage in business in the production, collection and processing of cardboard not only in Ukraine, where he is a leading producer, but also, probably, in the territory occupied by Russia. According to internal documents of his enterprises in the occupied parts of the Donetsk and Luhansk regions, the companies were re-registered under Russian law, according to the investigation of “Schemes” in cooperation with the projects “Slidstvo.Info” and KibOrg. The entrepreneur himself denies this.

Journalists also found out that Minin has a Russian passport, and in 2020, Viktor Medvedchuk (then the leader of the OPZh) asked Russian President Vladimir Putin to lift Russian sanctions on the businessman's companies. And he succeeded. The lifting of sanctions allowed the company to continue supplying paper products from Ukraine to Russia.

According to the analytical platform YouControl, in Ukraine Minin owns a number of companies engaged in paper processing and cardboard packaging production. In particular, Trypilly Packaging Plant in the Kyiv region, which, since the beginning of the full-scale invasion, has concluded contracts with Ukrposhta for the supply of boxes and crates worth almost 90 million hryvnias.

Comment from Ukrposhta

JSC “Ukrposhta” responded to the information published by journalists regarding the purchase of packaging from the Trypilly Packaging Plant and provided an official comment.

“At the time of concluding contracts with the Trypilly Packing Plant in July 2025, all inspections provided for by law and internal regulatory documents of Ukrposhta were carried out in full. According to their results, no grounds established by law for rejecting the participant's proposal or refusing to conclude a contract were identified,” the company's website says.

They also noted that they are closely monitoring the development of the situation and are awaiting the legal assessment and conclusions of law enforcement agencies.

In the event of official confirmation of the facts set forth in the journalistic material, Ukrposhta will immediately take all necessary measures within the framework of current legislation, in particular, review the legal relationship with the relevant counterparty.
