Russian troops attacked the Dnipro River at around 11:00 p.m. on March 9. The head of the Dnipropetrovsk Regional Military Administration, Oleksandr Ganzha, reported that 10 people were injured in the attack, including a 12-year-old boy.

Mayor Boris Filatov said that at least eight high-rise buildings were damaged as a result of the attack, and several hundred windows were broken in the buildings. A tent was set up on site to receive appeals. The bank building was also damaged: windows and doors were broken, the facade was damaged, and there was a fire in the premises.

Zelenskyy — about the trilateral meeting

Ukrainian President Volodymyr Zelenskyy said that a new meeting between Ukraine, the United States, and Russia was planned this week as part of negotiations to end the war, but it was postponed due to the US and Israeli military operation against Iran. The president announced this on Telegram.

“Currently, the partners' priority and all attention is on the situation around Iran, and because of this, the meeting, which was planned for this week at the suggestion of the American side, is postponed. But Ukraine is ready to meet at any time in a format that can help and will be realistic from the point of view of ending the war,” the president said.

Zelensky stressed that the Ukrainian and American sides are communicating 24/7.

“I instructed the team to communicate once again with the negotiators on the American side to, firstly, once again confirm our readiness for strategic joint work for the sake of security, and, in particular, in protection against strike drones, and secondly, once again confirm our readiness to work meaningfully to end Russia's war against Ukraine,” the president said.

He also stressed that Russia is trying to manipulate the situation in the Middle East and the Persian Gulf region to benefit its aggression, as well as to turn Iran's strikes on its neighbors and American bases “into the second front of Russia's war against Ukraine and – more broadly – the entire West.”

Context: In January 2026, Trump said that Ukraine, not Russia, was currently holding up a potential deal to end the war. On March 5, Trump reiterated that Russian President Putin was reportedly ready for a deal to end the war, while President Zelensky should “pull himself together” and “make a deal.”

Trump and Putin spoke by phone

On March 9, US President Donald Trump and Kremlin leader Vladimir Putin spoke by phone. They focused on negotiations to end Russia's war against Ukraine, as well as the US military operation in Iran, according to Russian President Vladimir Putin's aide Yuri Ushakov.

According to him, the conversation between the leaders of the US and Russia lasted about an hour and was, they say, “businesslike, constructive and frank.” According to Ushakov, Trump “once again expressed interest in the earliest possible ceasefire and long-term settlement in Ukraine.” In addition, the Kremlin aide noted that the politicians mentioned the “topic” of Venezuela in the conversation.

Trump said he had a “very good conversation” with Putin. According to him, they discussed Ukraine and the Middle East. Trump noted that there is “tremendous hatred” between Putin and Zelensky and that they cannot come to an agreement, but called the conversation “positive.” The US president added that Putin wants to be “helpful” regarding the Middle East, but he replied that a more useful step would be to end the war against Ukraine.

Context: Trump previously spoke to Putin on the phone in late December 2025 before his meeting with Ukrainian President Volodymyr Zelensky.

“Hungary is sinking into a spiral of lawlessness” — Szibiga

Ukrainian Foreign Minister Andriy Sybiga reacted to the report about the submission to the Hungarian parliament of a bill on the two-month arrest of valuables seized from the Ukrainian Oschadbank. The head of Ukrainian diplomacy published a corresponding statement on the social network Kh.

“After stealing money from the Ukrainian state bank, they are now proposing a bill to 'legalize' the illegal seizure. This is a de facto admission that Hungary's actions have no legal basis. They are only adding lawlessness to lawlessness,” Szybiga's post reads.

The minister assured that official Kyiv “will hold all those involved accountable.”

“Not only for stealing money, but also, above all, for the cruel treatment of seven citizens of Ukraine, which is a violation of the European Convention on Human Rights and the Vienna Convention on Consular Relations,” he added.

As reported by the Hungarian publication Telex, on March 9, the leader of the Fidesz party faction, Mate Kocsis, registered a bill in the Hungarian parliament on a two-month seizure of Ukrainian assets seized by law enforcement officers during the detention of Oschadbank collectors until the “investigation into the seizure” is completed.

He has already presented it to the Hungarian parliament's national security committee. One of the committee members, a representative of the Fidesz party, said the government is studying how “the purpose and use of the transferred assets could affect national security.” Kocsis said parliament will hold several sessions before the April 12 elections, so the document supposedly needs to be “adopted urgently.”

The lawyer for Ukrainian debt collectors, Lorant Horvat, stated that the Hungarian authorities de facto recognize the illegality of the seizure of money and gold from Oschadbank machines. According to him, the bill submitted on March 9 is designed to retroactively legalize this confiscation. Horvat says that the legal team is demanding the cancellation of the seizure and the return of Oschadbank's property. According to him, the defense has not received any decision on the seizure – perhaps such a decision does not exist at all. The new bill, according to the lawyer, eliminates the need for such a decision and at the same time excludes the possibility of an appeal: in this case, the only remaining defense tool is a constitutional complaint, to which the Constitutional Court has 60 days to respond.

European partners approved a new package for Ukraine's recovery — Kuleba

The Steering Board of the Ukraine Investment Framework (UIF) has approved a new package of eight programs for the recovery of Ukraine worth 1.5 billion euros. This was announced on March 9 by Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksiy Kuleba. According to him, 466.5 million euros of this amount will be allocated to projects coordinated by the Ministry of Development.

Of these:

  • 106 million euros is the continuation of funding under the “Roads of Solidarity” project to ensure logistics, repair and reconstruction of highways;
  • 123 million euros – scaling up the “Energodim” and “VidnovyDIM” programs, which provide for energy-efficient housing renovation;
  • EUR 26.5 million – construction and repair of shelters in buildings being renovated under EIB municipal programs,
  • 132.5 million euros – ensuring the maintenance of railway infrastructure and the development of railway connections;
  • 68.5 million euros – the first tranche of the project to modernize checkpoints on the western border;
  • 10 million euros – additional financing for current projects.

The Minister noted that in addition, the European Bank for Reconstruction and Development (EBRD) program provides 100 million euros for the implementation of projects for the decentralization of heat and energy supply within the framework of direct cooperation with cities and businesses.

Context: On February 23, the Cabinet of Ministers reported that the total need for reconstruction in Ukraine is 588 billion US dollars, of which 90.6 billion is for the restoration and modernization of the Ukrainian energy sector over the next decade.
