Zelensky enacts NSDC decision on sanctions against 692 individuals, legal entities

Ukrainian President Vodymyr Zelensky has signed decrees enacting the decision of the National Security and Defense Council of Ukraine of April 15, 2023 on the introduction of personal special economic and other restrictive measures against 438 individuals and 254 legal entities.

The documents were published on the website of the head of state on Saturday, April 15, according to Ukrinform.

In accordance with Decree No. 227/2023, the president put into effect the decision on the application and introduction of changes to personal sanctions against 351 Russian individuals, including scientists and entrepreneurs, and 254 legal entities, including limited liability companies Gazpromneft – Digital Sutions, RT-Invest Transport Systems and Innotech Group, joint-stock companies Iks-Hding and Softline Trade.

By Decree No. 228/2023, Zelensky enacted the decision to impose personal sanctions on 87 individuals — citizens of Russia, Belarus, and Ukraine.

In particular, the sanctions were imposed against the Russian defense minister's daughter, Ksena Shoigu, Belarusian Sports and Tourism Minister Sergey Kovalchuk, Russian figure skater Ilia Averbukh, gymnast Svetlana Khorkina, and Ukrainian businessman Serhii Havrylchuk.

The Cabinet of Ministers, the Security Service of Ukraine and the National Bank of Ukraine have been tasked with ensuring the implementation and monitoring of the effectiveness of personal sanctions. The Ministry of Foreign Affairs of Ukraine has been tasked with informing the competent authorities of the Eurean Union, the United States and other countries about the application of sanctions and raising with them the issue of introducing similar restrictive measures.

Contr over the implementation of relevant decisions has been entrusted to the NSDC secretary. The decrees enter into force from the day of their publication.
