
The Kyiv City Prosecutor's Office has filed an indictment against the director and public procurement officer of the Kyiv City State Administration's Municipal Security Department. The officials are accused of purchasing six specialized Mitsubishi L200 vehicles for the city's rescuers and additional equipment for them at inflated prices.
This was reported by the Prosecutor General's Office.
During the pre-trial investigation, it was established that in 2022 the Director of the Department did not organize and control the process of determining the expected cost of special vehicles that were intended to be purchased. At the same time, the authorized person for procurement, contrary to the law, did not study the average market prices and concluded a contract with an inflated cost of vehicles.
“As a result, special vehicles were purchased at an inflated price, overpaying for them by almost 11 million hryvnias,” the UCP said in a statement.
Officials were notified of the suspicions in October and November 2025. The pre-trial investigation has now been completed, and the indictment has been sent to the court for consideration on the merits.
The sanction of the incriminated person, Part 2 of Article 367 of the Criminal Code of Ukraine, on official negligence, provides for up to five years with deprivation of the right to hold certain positions or engage in certain activities.
The Municipal Security Department of the Kyiv City State Administration has been headed by Roman Tkachuk since 2018.
On October 14, it was reported that Roman Tkachuk, the director of the Kyiv City State Administration's Department of Municipal Security, was suspended from his position until December 8, 2025, for the duration of the pre-trial investigation into the case of the purchase of special vehicles for the capital's rescuers with an overpayment of 11 million hryvnias.
What is known about the proceedings in which Roman Tkachuk was suspected?
On June 20, 2023, investigators of the National Police presented Roman Tkachuk, the director of the municipal security department of the Kyiv City State Administration, with a charge of improper performance of official duties. The charges relate to the issue of the Kyiv defensive structures fund and the investigation into the death of people near a shelter in the Desnyanskyi district. On June 21, the court placed Tkachuk under 24-hour house arrest for two months.
Later, Tkachuk received a second suspicion for embezzlement of 1.8 million budget funds during the purchase of mini-power plants. The Kyiv City State Administration denies the charges.
On August 4, 2023, the prosecutor's office informed two directors of departments of the Kyiv City State Administration, Roman Tkachuk and Dmytro Naumenko, of suspicion in the fact of embezzlement of UAH 64 million for the “relocation” of a floating pumping station. They are accused of official negligence with grave consequences.
At the end of August 2023, Roman Tkachuk's preventive measure was changed from 24-hour to nightly house arrest.
In September 2023, Tkachuk was removed from his position as part of a criminal investigation into the deaths of people near a closed shelter.
In September 2024, Kyiv prosecutors filed another indictment against Roman Tkachuk, director of the Kyiv City State Administration's Department of Municipal Security. He is accused of embezzling over 370,000 hryvnias from budget funds allocated for the modernization of warning systems in the Desnyanskyi district.
