  • passport of a citizen of Ukraine / ID card or other identity document;
  • extract from the place of registration;
  • taxpayer registration card number (TRC);
  • a document confirming ownership of the vehicle (purchase and sale agreement, invoice, donation agreement, etc.);
  • vehicle registration certificate (in case of re-registration);
  • customs documents and expert opinion (for cars imported from abroad);
  • receipts for payment of mandatory payments.

What is known about registration, insurance and customs clearance of cars in Ukraine?

  • A new law has been in effect in Ukraine since 2025, allowing insurance companies to independently set rates for private cars. The average cost of insurance in 2025 for a passenger car ranges from 2,500 to 10,000 hryvnias, depending on the engine capacity, place of registration, company, and benefits.

  • In 2026, the main factors for calculating payments for car customs clearance will remain unchanged: car cost, year of manufacture, engine capacity, fuel type. There may also be additional costs, such as a Pension Fund fee (3 – 5% of the car cost, depending on the price).

  • When selling a car or motorcycle in Ukraine, a percentage of the vehicle's value and a military tax are charged, the amount of which depends on the number of sales in that year. Trucks, trailers, and buses are taxed at a rate of 5% + military tax; for defenders, the military tax is 1.5%.
