Ukrainian intelligence on the War&Sanctions portal published data on 31 more ships of the Russian shadow fleet

Ukrainian intelligence on the War&Sanctions portal has published data on 31 more vessels involved in the transportation of Russian oil and liquefied gas. These ships belong to the Russian shadow fleet and sail under the flags of various countries.

This was reported by the press service of the Main Intelligence Directorate of the Ministry of Defense.

Thus, the update included vessels that serve key players in the Russian oil and gas sector and the largest taxpayers in this industry.

In particular, it concerns:

  • oil tankers transporting crude oil and petroleum products for the Russian companies Rosneft, Surgutneftegaz, and Tatneft;
  • gas carriers transporting Russian liquefied natural gas from both the sanctioned medium-tonnage Gazprom LNG Portovaya project and the Yamal LNG project, which is still not under full restrictions by partner countries.

“Export of energy resources remains the main source of funding for the Russian Federation's budget – it is these revenues that provide financing for the war against Ukraine and support the military-industrial complex of the aggressor state,” the Ministry of Defense's GUR emphasized.

The department also called on Ukraine's partners to increase sanctions pressure on the Russian energy sector.

“Coordinated and systemic restrictions can deprive Russia of the financial base for waging war and accelerate the arrival of real peace,” they added.

In October 2025, President Volodymyr Zelenskyy stated that the Russian Federation was using 1,500 vessels to transport oil to circumvent sanctions.
