International order “under attack” due to US policies — Munich Security Report

The world has entered a period of “ramming politics,” and the international order that the United States has been building since 1945 is now under threat of destruction due to Washington's own actions. This is the conclusion of the annual report of the Munich Security Conference, released on the eve of the forum.

The document, titled “Under Destruction,” was published on the website of the Munich Security Conference on February 9.

The report's authors state that more than 80 years after the creation of the international order under US leadership, this order is now “under attack.” The most powerful among those “taking up the axe” to crush existing rules and institutions is called US President Donald Trump.

Analysts say Washington's “bulldozer policy” has yielded some results — including breakthroughs on NATO defense spending targets and a ceasefire between Israel and Hamas. But it remains unclear whether such “destruction” is actually clearing the ground for policies that will enhance security and prosperity.

“Instead, we may see a world that has become a space of transactional agreements instead of principled cooperation, private instead of public interests, regions under the rule of hegemons instead of universal norms,” the document states.

The report mentions that the Trump administration has withdrawn the United States from the World Health Organization and the Paris Climate Agreement, and announced its withdrawal from 66 international organizations in January 2026. Washington has also closed the United States Agency for International Development (USAID). The US National Security Strategy emphasizes the “primacy of nations” and countering “transnational organizations that undermine sovereignty.”

The report notes that US policies are particularly affecting Europe and the Indo-Pacific region, which have relied on American security guarantees for decades. According to the Munich Security Index 2026, in all G7 countries, a majority of respondents do not believe that their governments’ policies will improve the lives of future generations. In France, the UK and Germany, this figure exceeds 50%.

The Munich Security Conference has been held in the Bavarian capital of Munich since 1963. This year's conference will be the 62nd and will run from February 13 to 15.
