
Juvenile prosecutors of the Brovary District Prosecutor's Office reported suspicions to a woman who, according to investigators, systematically abused five young children in a family-type orphanage.
This was reported by the Prosecutor General's Office.
Investigators established that in 2023–2024, the suspect:
- used physical and psychological violence;
- restricted children's access to food, water, education, and medical care;
- illegally deprived them of their liberty;
- forced to do hard labor and used to work on other people's farms, which the investigation qualifies as exploitation and elements of human trafficking.
The suspects were charged under three articles of the Criminal Code of Ukraine: torture (Part 2, Article 127), illegal deprivation of liberty of minors (Part 2, Article 146), and human trafficking for the purpose of exploitation (Part 3, Article 149 of the Criminal Code of Ukraine). The woman faces up to 15 years in prison.
According to the Prosecutor General's Office, all five children were immediately removed and placed in another orphanage, where they were provided with care and safe living conditions.
The prosecutor's office is also checking the actions of officials who were supposed to respond to the facts of violence but did not do so, said Dmytro Prokurdin, head of the Kyiv Regional Prosecutor's Office.
“Not only those who directly committed crimes will be held accountable, but also officials who for a long time did not respond to the torture of children and did not fulfill their duty to protect them. The prosecutor's office will give a proper legal assessment to everyone's actions,” Proskudin noted.
The OGPU added that the prosecutor's office has strengthened the protection of children's rights. In particular, 45 interdepartmental groups have been created. During the month, from December 12, 2025, 281 children's institutions and 722 family forms of upbringing were inspected. Inspections were carried out on more than 26 thousand children.
