Staff shortage – which professions are most short of workers?

There are currently many professions in Ukraine that are in dire need of workers but cannot find them due to limited supply. However, this allows workers to receive higher wages.

How does the shortage of personnel affect salaries?

In particular, there is a high demand for workers in the logistics and transport sector, and there is a particular shortage of drivers. Employment expert Valentyna Gavryushenko told Channel 24 about this.

There is a noticeable shortage of personnel in a number of other areas:

  • in construction;
  • mechanical engineering;
  • metallurgy;
  • and technical specialties.

Because of this, according to the expert, employers are forced to raise salaries.

Currently, due to high demand for workers and limited supply, wages are rising across Ukraine, especially in areas with acute staff shortages.

According to estimates, in 2025, companies raised rates by an average of 10–20% .

Where is the biggest shortage of workers?

Calculations by the job search platform Work.ua show that the greatest shortage of personnel is observed in the following areas:

  • construction;
  • protection;
  • working specialties;
  • transport;
  • medicine, etc.

The problem also lies in the fact that these industries are not being massively filled with young workers.

Critical industries are dominated by workers aged 55+, who will be leaving the labor market in the coming years. At the same time, young people are systematically not entering these professions,

At the same time, the shortage of workers affects not only wages, but also working conditions.

In 2025, wages increased the fastest in those areas where there was a chronic shortage of personnel:

  • working professions and production – by 25%;
  • logistics and warehouse workers – 22%;
  • construction and architecture – 21%.

What do you need to know about salaries in Ukraine?

  • In December of last year, Ukraine recorded a significant increase in the average salary of full-time employees. Compared to November, the figure rose by 13.8% and reached 30,926 hryvnias on average across the country.

  • The highest levels of wages at the end of the year were traditionally observed in the capital – in Kyiv the average salary reached 48,449 hryvnias. High figures were also recorded in Luhansk region – 45,160 hryvnias, and in Kyiv region the average income was 31,200 hryvnias.

  • By industry, employees in the information and telecommunications sector earned the most – almost 75 thousand hryvnias. However, the lowest salaries remained in the culture, arts and entertainment sector, where the average income did not exceed 17,766 hryvnias.

  • At the same time, businesses expect further wage increases. According to the European Business Association, 94% of companies plan to review salaries in 2026. The most common scenarios are increases of 5-10% or 11-15%, and about one in ten companies is considering an immediate increase of 16-20%.
