Mikhail Fedorov has a reputation as an innovator. Therefore, high expectations are placed on him as the new Minister of Defense.

The director of development of the defense enterprise, a reserve Air Force officer, Anatoly Khrapchinsky, notes that the first step he expects from Mikhail Fedorov should be the creation of an engineering headquarters, Channel 24 reports.

Why do you need an engineering rate?

In his opinion, despite the availability of tools such as BRAVE1, they do not solve the main problem – the lack of a systematic approach to task formation. In particular, most manufacturers still do not have a high-quality technical task.

The expert believes that the engineering center could serve as a coordination platform that sets uniform standards and transforms disparate, fragmented interactions into a holistic system.

Khrapchinsky also draws attention to the problems in decision-making in the military. According to him, a significant part of the difficulties arise from excessive regulation, when all processes operate on the principle of formal approval, and initiative on the ground is actually not encouraged.

He emphasizes that to increase efficiency, changes are needed not only in management, but also in the rules – from legislation to military regulations. A key step, he believes, should be the transition to a mission command approach, which involves making decisions directly on the ground.

What is known about the new appointments at the Ministry of Defense?

  • Taras Chmut, head of the “Return Alive” foundation, was appointed to the Supervisory Board of the Defense Procurement Agency upon the proposal of Defense Minister Mykhailo Fedorov.

  • Serhiy “Flash” Beskrestnov became an advisor to the Minister of Defense of Ukraine on technological areas, in particular in the areas of drones, electronic warfare, and analysis of enemy decisions.

  • Serhiy Sternenko was appointed as an advisor to Defense Minister Mykhailo Fedorov to increase the effectiveness of unmanned units.
