Ukraine and Europe Present Alternative Plan for Negotiations with Putin — WSJ

The document is intended to form the basis for an upcoming meeting between US President Donald Trump and Putin, according to two EU officials familiar with the negotiations.

The initiative, agreed during a meeting with senior US officials in Britain, explicitly rejects Russia’s offer to hand over Ukrainian territory in exchange for an end to hostilities.

It is indicated that, according to the European plan, a ceasefire must be achieved before any additional steps towards a settlement are taken.

Territorial concessions are only possible on a reciprocal basis: if Ukraine withdraws troops from one region, Russia must retreat from another.

A key condition of the document is that any concessions from Kyiv must be accompanied by reliable security guarantees, including Ukraine’s potential entry into NATO.

The plan was reportedly presented to US Vice President Jay D. Vance, Secretary of State Marco Rubio, and US Presidential Special Envoys Keith Kellogg and Steve Witkoff.

Vance attended the meeting in person, while others participated via video link. Advisers to European leaders passed the document to the American side to outline clear “red lines” for future negotiations with Russia, one of the WSJ sources noted.

As reported by Ukrinform, today in the UK a meeting of representatives of the ERA, Ukraine and the US was held, organised by the British Foreign Secretary David Lammy and the US Vice President J.D. Vance to discuss progress in ensuring a just and sustainable peace.

US President Donald Trump and Russian President Vladimir Putin will meet in Alaska on August 15. The White House chief later noted that a “territory swap” to end hostilities in Ukraine is being considered.

President Volodymyr Zelensky said that Ukraine is ready for real solutions that can lead to peace, but Ukrainians will not give up their land to the occupiers.
