KIIS: 87% of Ukrainians believe that Russia will not stop at the already occupied territories

The overwhelming majority of Ukrainians – 87% – are confident that Russia will not stop at the already occupied territories.

This is confirmed by the results of a survey conducted by the Kyiv International Institute of Sociology (KIIS) from February 14 to March 4, 2025, as reported by Ukrinform.

According to the data obtained, 66% of Ukrainians believe that Russia's intention is to destroy Ukraine and its people. In particular, 28% believe that Russia seeks to commit physical genocide against Ukrainians, while 38% believe that Russia wants to seize all or most of Ukraine and destroy Ukrainian statehood and nationhood.

In addition, 14% of respondents believe that Russia is trying to occupy all or a significant part of Ukraine and establish a puppet government. At the same time, 7% believe that Russia's goal is to seize all of Donbass, Kherson and Zaporizhia regions.

Thus, 87% of Ukrainians believe that Russia does not plan to invade already occupied territories.

Only 4% believe that Russia intends to preserve its current territorial acquisitions, and 3% chose the option that Russia seeks only the “denazification” and demilitarization of Ukraine. Another 7% found it difficult to choose an answer.

In all regions of Ukraine, the absolute majority – from 80% in the east and south to 89-90% in the west and center – believe that Russia will not stop with the current occupation.

In addition, 70% in the West, 68% in the center, and 62% in the South believe that Russia seeks to commit physical genocide or destroy Ukrainian statehood and nationhood. Even in the East, 46% of respondents share this view.

The survey was conducted using computer-assisted telephone interviewing (CATI) based on a random sample of mobile phone numbers. The survey covered all government-controlled regions of Ukraine and included 1,029 participants.

The survey was conducted only among adult Ukrainian citizens who, at the time of the survey, lived in government-controlled territories. It did not include residents of Russian-occupied territories (although some respondents were internally displaced persons from these territories) or Ukrainians who left the country after February 24, 2022.

The formal statistical error (with a confidence level of 0.95 and a design effect of 1.3) does not exceed 4.1% for values close to 50%, 3.5% for values close to 25%, 2.5% for values close to 10%, and 1.8% for values close to 5%.

However, under wartime conditions, additional systematic deviations may arise.
