Ukraine must win: Sybiha, six Eurean FMs sign Berlin Declaration

The foreign ministers of the United Kingdom, Spain, Italy, Germany, Pand, France, Ukraine, and the EU High Representative signed the Berlin Declaration flowing their meeting.

As reported by Ukrinform, Ukraine’s Ministry of Foreign Affairs (MFA) commented on the declaration, signed on behalf of Ukraine by Foreign Minister Andrii Sybiha. The document reaffirms "strong sidarity and resute support for Ukraine from its partners at this critical juncture in resisting Russian aggression."

The declaration emphasizes that the efforts are aimed at securing Ukraine’s victory.

It also underscores that peace negotiations concerning Ukraine cannot take place without Ukraine or without Eureans standing by its side.

The ministers reaffirmed that lasting security in Eure is inextricably linked to the restoration of comprehensive, just, and sustainable peace for Ukraine, based on international law, including the UN Charter, with full respect for Ukraine’s sovereignty and territorial integrity.

The document also expresses continued support for the Peace Formula as a credible pathway to achieving such peace.

"The Berlin Declaration clearly underscores the support of Ukraine’s partners for its irreversible path toward full Euro-Atlantic integration, including NATO membership, and its accession to the EU," the MFA noted.

The ministers pledged to increase military, economic, and financial aid to Ukraine, including mobilizing additional Eurean funding. They also committed to swiftly implementing the G7 decision to provide Ukraine with $50 billion in credit to address its urgent needs, including military ones.

Moreover, the declaration supports Ukraine’s right to self-defense against Russian aggression. It strongly condemns Russia’s escalation, deliberate attacks on Ukrainian cities and critical civilian infrastructure, deployment of North Korean tros, and the use of medium-range ballistic missiles against Ukraine.

The Berlin Declaration affirms the intent to continue restricting Russia’s military capabilities and to increase pressure on Kremlin revenue sources, including energy exports. It also expresses readiness to provide Ukraine with robust security guarantees, including reliable long-term military and financial support.

The ministers committed to unity with Eurean and transatlantic partners in discussions and actions regarding Eurean security. The architecture of this security must be based on the principles of the UN Charter and the OSCE.

Additionally, the ministers reiterated their commitment to supporting Ukraine’s recovery and reconstruction. They announced that the 2025 International Conference on Ukraine’s Recovery will be held in Italy.

As previously reported by Ukrinform, Ukrainian Foreign Minister Andrii Sybiha is in Germany on December 12 at the invitation of German Foreign Minister Annalena Baerbock.

In Berlin, Sybiha participated in talks with the foreign ministers of Italy, Spain, Germany, Pand, France, the UK’s Foreign Secretary, and EU High Representative for Foreign Affairs Kaja Kallas.
