Ukraine's National Energy and Utilities Regulatory Commission (NERC) plans to allow nonresidents to register as participants in its wholesale energy market when using cross-border transmission lines or purchasing gas transportation services at international entry/exit points.
This regulatory decision is included in a draft resolution, "On Amendments to the Market Registration Procedure," which was approved in a meeting on Tuesday.
"Nonresidents of Ukraine can voluntarily register as participants in the wholesale energy market if they hold a code issued by the Agency for the Cooperation of Energy Regulators (ACER) or the Energy Community Regulatory Board (ECRB)," states the document.
Under EU Regulation No. 1227/2011 on transparency and integrity in the wholesale energy market, participants engaged in wholesale energy trading must register according to the national regulatory framework of the country where these transactions occur or are planned.
