
In the first quarter of this year, Ukraine will receive access to 140 million euros in loan financing and 21 million euros in investment grants from the EU for projects supporting dual-use technologies.
This was announced by Advisor to the Minister of Defense of Ukraine Hanna Hvozdiar following the results of a technical meeting within the framework of the Ukraine Investment Framework with the participation of the Ukrainian government, DG ENEST and partner financial institutions, the press service of the Ministry of Defense reports.
Among other things, the parties agreed on the key parameters of the mechanism, financial volumes, and developed the necessary intergovernmental agreements.
Specific instruments of support for Ukraine were also discussed during the roundtable “Being ready to support a strong partnership with Ukraine” with the participation of EU and NATO representatives. The event was dedicated to developing solutions for the long-term stability of Ukraine and strengthening Europe's defense capabilities.
For her part, Gvozdiar emphasized that recently Ukraine has “passed the path from emergency response to a systematic increase in defense capabilities.” According to her, the state “managed to make a key shift” – from complete dependence on external supplies to building its own defense-industrial potential in partnership with allies.
Special attention was paid to security challenges and strengthening cooperation during meetings with the head of European diplomacy Kaia Kallas, representatives of EU institutions, as well as heads of the bloc's leading defense companies. The parties discussed the role of Ukraine as a partner with unique experience in rapidly scaling up the defense industry in wartime.
The practical implementation of the agreements was the topic of a separate meeting with the Managing Director of the European External Action Service for Peace, Security and Defence, Benedikta von Seeherr-Toss. The topic was the coordination of EU defence initiatives, support for the development of the Ukrainian defence industry and the implementation of the Ukraine Support Loan, approved by the leaders of the EU member states in December 2025.
In addition, on the sidelines of the event, Gvozdiar met with the Secretary General of the European Aerospace, Security and Defense Industry Association (ASD) Kamil Sultan Grand and its President Mikael Johansson. The parties agreed to create a joint platform for interaction and practical cooperation between defense enterprises of Ukraine and the EU.
The Ministry of Defense previously reported that Ukraine, together with its partners, has formed a military strategy, the implementation of which requires $120 billion in 2026.
