Ukraine is starting to implement a “whitelist” mode for Starlink satellite terminals, which involves disabling unverified devices that are outside the verified list. How to legalize your Starlink and why is it important?

For individuals and private entrepreneurs (PUPs), the verification procedure will start on February 3 through administrative service centers (ASCs).

Before the visit, it is necessary to collect the technical data of the device. These include:

  • KIT number (kit serial number),
  • unique antenna identifier (UTID or Dish ID),
  • user account number on the official Starlink portal.

You must have a passport (in the form of a booklet or ID card) and an identification code (RNOKPP). During the visit, the ASC administrator will accept an application for adding equipment to the “white list”.

Important! There are quantitative restrictions: without the physical presence of the device, you can only register one Starlink, and if you are willing to show the equipment, up to three units per person.

Legal entities go through the registration process remotely through the Diya portal . The manager or authorized person must log in using the company's CEP and select the terminal usage notification service.

The system will automatically pull up data about the company from state registers, and the technical parameters of each Starlink (KIT number, UTID, account number) must be entered manually. After verification, the application is signed by the CEP and transmitted to the Ministry of Digital Affairs.

Regular companies can list up to 10 terminals, while there is no limit on the number for critical businesses.

What should the military do with their Starlinks?

Military personnel do not need to visit the ASC, as the Defense Forces already have a secure algorithm in place through the DELTA system.

Why is this happening?

The need to create a Starlink “white list” arose due to the active use of satellite Internet terminals by Russian occupiers on the front line. Earlier, the Minister of Defense of Ukraine Mykhailo Fedorov announced the start of Starlink verification for Ukrainians.

There have been cases where the enemy has installed satellite antennas on Shahed strike drones. This allows operators to control the drones in real time even at long distances, which significantly increases the threat.

These aircraft operate at low altitudes and demonstrate high resistance to electronic warfare, making them extremely difficult to shoot down. The Russians first used this modification on January 24 during an attack in the Kropyvnytskyi area.

How will the Starlink “whitelist” help solve the problem of its use by Russians?

The creation of the registry is the result of joint work by the Ukrainian government and SpaceX. The main goal is to allow stable operation only for those devices that have been imported and used legally. The Russians get their starlinks bypassing international sanctions by importing them through third countries under fake invoices.

Elon Musk's company has already implemented some technical restrictions to block unauthorized access from Russia, and these steps are having positive results. However, this temporary solution also affects the Ukrainian military.

Authorization of all terminals in Ukraine will allow cutting off hostile devices from the network, which is a forced but necessary step to protect energy facilities and the lives of Ukrainians.
