Tax on parcels from Temu – the Verkhovna Rada did not vote in favor

The Verkhovna Rada of Ukraine failed to support amendments to Bill No. 12360. They provided for new rules for taxation of international parcels.

Results of the vote on taxation of parcels from abroad

Only a few votes were needed to pass the bill, said People's Deputy Yaroslav Zheleznyak.

This is a document on amendments to the Customs Code of Ukraine. One of the most resonant provisions of the draft law was the abolition of the current preferential threshold for international parcels worth up to 150 euros.

It was this norm that sparked active discussions among Ukrainians who regularly order goods from abroad due to:

  • Temu;
  • Amazon and other platforms.

222 people's deputies voted for the relevant decision, with the minimum required 226 votes, therefore it was not adopted.

By the way, according to experts, more than half (56%) of international parcels in 2025 did not pay taxes – these are goods worth about 93 billion hryvnias, because of which the budget lost at least 18.6 billion hryvnias.

And total losses since the beginning of the war may exceed 43 billion hryvnias.

Will the prices of goods from Temu and AliExpress increase if the law is passed?

  • Experts warn that the state may not be ready to administer millions of small parcels, and the new system will create problems for customs, postal operators, and the buyers themselves.

  • Economist Andriy Dligach admits that prices will increase after the introduction of VAT, but many goods from China will still remain cheaper than Ukrainian ones. At the same time, he warns of risks for Ukrainian businesses that import components, particularly for the defense industry.

  • Instead, Meest International co-founder Vasyl Zhuravel notes that from 10% to 20% of international parcels are related to the needs of the military and volunteers.
