Traded in fictitious certificates: the head of a charitable organization was convicted on charges brought by the capital's prosecutors

On charges brought by prosecutors from the Pechersk District Prosecutor's Office in Kyiv, a court sentenced the director of a charitable organization for issuing fictitious certificates to conscripts so that they could avoid mobilization.

This was reported by the press service of the Kyiv City Prosecutor's Office.

According to the case materials, the director of a charitable organization, for money, issued and issued certificates stating that men were fictitiously undergoing a rehabilitation course at the organization. Those liable for military service could present the certificates to employees of the CCC and the SP to avoid mobilization.

“The prosecutor proved in court that in April 2025, the man drew up such a certificate for a conscript. The price of one such document was $1,000,” the report says.

The prosecutor's office informed that the accused was sentenced to two years in prison. He also cannot hold positions related to the performance of organizational, managerial and administrative and economic functions at enterprises, institutions, and organizations of any form of ownership for two years.

The man's actions were classified under Part 1 of Article 366, Part 3 of Article 368-3 Drawing up and issuing by an official of knowingly false official documents, as well as for accepting an offer and receiving by an official of a legal entity of private law an unlawful benefit of the Criminal Code of Ukraine. Currently, another court is considering criminal proceedings on charges of the same person in organizing the illegal smuggling of men across the state border of Ukraine to Moldova for $7,000, law enforcement officials reported.

On April 13, it was reported that law enforcement officers in the Kyiv region detained a couple suspected of organizing a mobilization evasion scheme. According to the case materials, they offered conscripts a fictitious diagnosis and disability group II for money. The couple estimated their “services” at 20,000 US dollars.
