The Reserve+ application has expanded the ability to apply for an online deferment from mobilization for certain categories of citizens. From now on, the service is also available for academic staff of higher education institutions and scientific institutions.
This was reported by the Ministry of Defense of Ukraine.
Which new category can apply for a deferment in Reserve+?
Currently, academic staff of higher education institutions and scientific institutions will be able to use the service of applying for a deferment from mobilization online through the Reserve+ application.
To apply for a deferment online, you should make sure that the Unified State Electronic Database on Education (UEDEBO) contains up-to-date data about

- main place of work,
- employment at least 0.75 of the rate,
- the right to deferment due to a position in the field of higher education,
- work in a position included in the list of scientific positions.
It is also a mandatory condition that the institution where the person works is listed in the EDEBO as a scientific institution and also has confirmed state certification.
In addition, the right to deferment extends to employees of the Presidium of the NAS of Ukraine, national branch academies of sciences, and their administrative offices.
The deferral to Reserve+ is still available for scientific and pedagogical and pedagogical employees of institutions of higher, professional pre-higher and vocational education, as well as scientists involved in the educational process,
– the Ministry of Defense noted.
In order to apply for a deferment online, you should first log in to the Reserve+ mobile application, then go to the desired section – select the category “Higher and vocational education employees, scientists” and click the submit request button.
After that, the system should automatically check your data in state registers and send a message with the result.
If the information in EDEBO is up-to-date and meets the requirements, the deferral will be issued automatically.
However, in the event of an error or inability to apply for a deferral online, you should first contact your employer, in particular the personnel department or the institution's administration. It is likely that the person's data in the EDEBO system is outdated and needs to be urgently checked or updated.
Recall, recently, the Internet discussed the issue of a conscript regarding the possibility of obtaining a deferment on the basis of caring for a relative who has other close relatives of the first degree of kinship. Lawyers explained that theoretically, a deferment is possible if such a relative has other family members of the first and second degrees of kinship. Or, if there are such family members of the first and second degrees of kinship, they must themselves need constant care.
