Ukraine is preparing for the European Union's new environmental requirements for agricultural products. The Cabinet of Ministers has already created an experimental mechanism that will confirm that products are grown without deforestation and forest degradation.
Ukraine prepares agricultural sector for new EU requirements
The Cabinet of Ministers has introduced an experimental mechanism for verifying agricultural products supplied by Ukrainian producers to the European Union, the Ministry of Economy reports. This involves confirming that the products were grown on lands where there was no deforestation or forest degradation after December 31, 2020.
The government adopted the relevant resolution on May 20. The new approach is designed to prepare the agricultural sector for the requirements of EU Regulation 2023/1115, which will enter into force in 2027.
The Ministry of Economy emphasizes that this decision should help Ukrainian manufacturers maintain access to the European market and avoid potential barriers to exports.

How will the new mechanism work?
A key element of the system will be a special geoinformation module in the State Agrarian Register. It will allow tracking the origin of agricultural products – from a specific plot of land to its export to EU countries.
The mechanism involves a fully digital procedure. The farmer will submit an application through an electronic account in the State Agrarian Register, after which the system will generate a corresponding extract on compliance with the requirements of European legislation.
The verification will be carried out automatically. For this, integration with the State Land Cadastre and the Register of Property Rights will be used through the “Trembita” system.
Why is this important for exports?
New EU rules relate to combating deforestation and controlling the origin of products, so confirmation of compliance will become an important condition for operating on the EU market.
The introduction of such a mechanism should not only simplify the implementation of future requirements, but also accelerate the digitalization of the Ukrainian agricultural sector. It is also part of the broader process of Ukraine's implementation of its obligations under the Association Agreement with the European Union.
In fact, it is about creating a system that will allow us to prove the transparency of the origin of agricultural products and reduce risks for Ukrainian exporters after the launch of new European rules in 2027.
