Ukraine to conduct comprehensive inspections of children's services — Ministry of Social Policy

The National Social Service will conduct comprehensive inspections of children's departments throughout Ukraine and monitor the provision of a minimum package of social services in Ukrainian communities.

The corresponding instruction was given by the Minister of Social Policy, Family and Unity, Denys Ulyutin, the press service of the Ministry of Social Policy reports.

They said that this decision was made after analyzing the results of monitoring and unscheduled inspections conducted by the National Social Service in 2025–2026, which revealed systemic problems with the availability of social services for children and families, staff shortages, disruptions in the work of children's services, and risks to children's safety due to untimely identification of families in crisis.

“The analysis conducted by the ministry showed serious problems with the availability of basic social services for children and families in communities. In particular, 58.6% of communities provide only one or two services from the minimum package, while the full package is available in only 2.1% of communities,” the department says.

Overall, the greatest deficits are recorded in the area of services for children with disabilities, early intervention, and support for families in crisis situations.

According to Ulyutin, the key task now is to identify the weaknesses of the system and strengthen them with resources, specialists, and support from the government and international partners.

The Ministry of Social Policy added that appropriate decisions will be made based on the results of the inspections, and the department promised to inform the public separately about their progress.
