Today, most deferrals can be issued through the Reserve+ application. At the same time, there are categories that must submit documents only through the ASC.
If the documents are submitted correctly, the person is not subject to mobilization while the application is being considered. The Ministry of Defense reminds of this.
What to do if there is still no response from the ASC?
The department explains that after submitting documents for a deferral through the ASC, you need to wait for a notification from the center. This can take up to two weeks.
If two weeks have passed and there is still no response, it is worth contacting the ASC again to clarify the status of the application.
We remind you that the following can apply for a deferral only through the ASC:
- guardians, custodians, adoptive parents, foster parents raising a child with a disability under the age of 18;
- adoptive parent or legal representative of an orphan child;
- other military conscripts or certain categories of citizens in cases provided for by law;
- conscripted up to 25 years of age after basic military training;
- people whose close relatives died or went missing during hostilities or martial law;
- relatives of Heroes of Ukraine, awarded posthumously for courage during the Revolution of Dignity;
- people deprived of their liberty as a result of armed aggression against Ukraine;
- soldiers released from captivity;
- people who have one of their spouse's parents with a disability of group I or II;
- parents raising a seriously ill child without a disability;
- those caring for a seriously ill family member;
- guardians of a person recognized as incapacitated;
- those who have a wife (husband) with a disability of group III;
- people caring for a 2nd or 3rd degree relative with a disability;
- school teachers.
CCC no longer accepts documents for deferment
In Ukraine, the rules for issuing deferrals from mobilization have changed. Now the CCC and the SP no longer accept documents directly. The relevant changes were approved by the Cabinet of Ministers by Resolution No. 467 of April 8, 2026.
From now on, those liable for military service, except for reserved personnel and special services employees, can apply for a deferment in only two ways: through the “Reserve+” application or through the Central Service Center.
Lawyer Vladyslav Derii explained that at the ASC, the administrator will fill out the application himself, scan the documents and transfer them to the CCC commission in electronic form. The original documents will not be confiscated from the person. Instead, the applicant will be given a description of the submitted documents.
The application will be reviewed approximately 7 to 15 days. During this time, as well as after granting a deferral, the person is not entitled to be sent to the VLK or to carry out mobilization measures against him.
Information about the issued deferral should automatically appear in the “Reserve+” application.
How do I make a reservation when there is already a delay?
In Ukraine, you cannot have a deferment from mobilization and a reservation at work at the same time. First, you need to cancel the deferment, and only then apply for a “reservation”.
Lawyers explained that such a situation often arises when a person, for example, has a deferment due to studies, but gets a job at a government or critical institution, where they can be given a reservation.
Lawyer Vladyslav Derii noted that it is impossible to book a person with a valid deferment, because he is not subject to mobilization anyway.
Lawyer Yuriy Ayvazyan explained: after canceling the postponement, you need to wait until the information disappears from the register and the “Reserve+” application. Only after that will the employer be able to make a reservation.
At the same time, during this transitional period, a person may receive a summons or be placed on the “wanted list” through a call to the CCC. This may temporarily make it impossible to make a reservation.
Lawyers advise monitoring the status change in the “Reserve+” application, which indicates the current reason for exemption from mobilization.
