On Saturday, May 9, at the Chop-Zaliznychny customs post, customs officers found postcards with the image of Adolf Hitler on a 53-year-old woman. However, the old prints did not reach their destination.

Customs officers seized them during the inspection and registration of passengers of the Chop-Prague train leaving Ukraine. This was reported on the website of the Transcarpathian Customs.

What is known about the old prints that the woman wanted to take out of Ukraine?

It is noted that 5 postcards, dated 1930s, were found in Transcarpathia in the hand luggage of a 53-year-old woman from Kyiv. She did not indicate information about them in the customs declaration, nor did she tell customs officers about the old prints. The postcards were in a sealed envelope among the woman's personal belongings.

The reason for the seizure of the old prints depicting Nazi Germany leader Adolf Hitler was their cultural, historical or antique value. Such items, customs emphasize, are restricted from being moved abroad.

According to current legislation, the export of printed works published before 1945 is permitted with a Certificate of the right to export from the customs territory of Ukraine,
– the customs officers emphasized.

Since the woman did not have the appropriate document, the postcards were taken from her. At the same time, a report was drawn up regarding the passenger for violation of customs rules under Part 3 of Article 471 of the Customs Code. The customs officers also specified that the historical and cultural value of the old prints will be determined by a specialist.

Background: Adolf Hitler (1889–1945) was an Austrian-born German dictator and leader of the Nazi Party who established a totalitarian regime (the Third Reich), started World War II, and initiated the Holocaust. His activities led to the deaths of tens of millions of people and the destruction of Europe.

By the way, recently another Ukrainian citizen was denied entry to Poland due to transporting a large number of identical packages of medicines without the necessary accompanying documents.

What valuables can be transported across the border without a separate permit?

First of all, it is worth familiarizing yourself with the provisions of the Law on the Export, Import and Return of Cultural Property. Items that are usually allowed to be exported subject to confirmation of origin (for example, with checks or documents) include modern works of art, souvenirs and folk crafts purchased in retail outlets.

It can also be modern paintings, graphics, decorative products (ceramics, glass, wood, metal, textiles, etc.) created after 1945, as well as mass-produced religious objects (icons, crosses, etc.).

This category also includes household items manufactured after 1945 , modern books and other printed materials, as well as equipment without historical value manufactured after 1950.

Postage stamps issued after 1991, musical instruments (if there are documents confirming their origin), coins, souvenir banknotes, and badges are separately listed. All temporarily imported cultural values may be exported only in accordance with the declared documents.

What are the rules for transporting ordinary items and money across the border?

In general, it is prohibited to transport weapons, explosives, ammunition, drugs, poisonous and radioactive substances, as well as cultural values, counterfeit or canceled securities, and goods that infringe intellectual property rights across the border.

Restrictions also apply to some food products. In particular, fresh meat, sausages, lard and dairy products are not allowed to be transported. Separate limits are set for alcohol and tobacco products.

As for money, Ukrainians can take up to 10,000 euros in cash abroad without mandatory declaration. If this amount is exceeded or there is no declaration, a fine of 1,700 hryvnias or up to 20% of the undeclared funds is imposed.
