The reform of the state register of entrepreneurs involves reorganization. The purpose of the activities of the State Register of Entrepreneurs will remain unchanged, only certain changes are planned, and not a general “destruction” of the system.

What is known about the liquidation of EDRPOU?

The State Statistics Service reports on the reasons for reforming the unified state register of enterprises and organizations.

According to the service, public discussion and approval of the termination of the EDRPOU is currently underway.

It is known that the process of liquidating the register should become part of digitalization. The goal is also to promote European integration and modernization of the system, in particular official statistics.

As a result of the updates, the business or enterprise identification system should become a convenient and transparent service – a single digital platform. That is, the Unified State Register of Enterprises will be integrated into the Unified State Register.

Please note! EDRPOU is a system that contains information about all legal entities in Ukraine and their divisions. There is a separate EDRPOU code . This is a unique 8-digit number that identifies a legal entity, i.e. an institution, business or company.

The newly created system will contain information about companies, individual entrepreneurs, and public organizations. The resource will be subordinate to the Ministry of Justice.

What does the reform of the EDRPOU mean?

For Channel 24, Dina Dryzhakova, lawyer and head of the Prima Leader Group law firm, explains that the reform of the Unified State Register of Business Enterprises does not consist in the complete disappearance of business identification, but in its transfer to international standards.

According to the expert, in order for Ukrainian companies to operate in the EU market, their registration data must be clear and easily verified through European systems (for example, BRIS).

The new system will allow for the automation of data exchange between registries in different countries. It will also create a single “digital face” of the company without discrepancies in different systems.

The headline “There will be no more EDRPOU” sounds radical, but in reality it does not mean chaos. It means a change in the identification standard. Most likely, instead of a local code, we will receive an identifier that complies with the ISO standard or specific EU directives on business registration.

The expert notes that the process calls will concern the EDRPOU code, since this is the requisite No. 1 in all primary documents, contracts, reports, and tax invoices.

Its change or transformation will entail a huge amount of technical work. Programs such as 1C/BAS, MEDoc, tax offices will require a large-scale update,

In her opinion, the main question now is whether the old codes will operate in parallel with the new ones, or whether automatic conversion will occur.

As for workers and accountants, the expert advises not to panic and not to change anything in the documents. According to the lawyer, the state provides a transition period for any changes and the implementation lasts for years. So, there is no need to redo anything yet.

In the first quarter of 2026, 63,555 new individual entrepreneurs were registered in Ukraine. At the same time, the net growth of business is 12 thousand enterprises. After all, in parallel, 51,667 individual entrepreneurs closed during the specified period.

Interestingly, there is a gender shift in the market. 93% of new sole proprietorships were opened by women. This is 11,035 businesses. Men registered only 796 sole proprietorships in the first quarter of 2026.

Also for Channel 24, Anastasia Yamelinets, a client expert, noted that such a number of business closures is related to a number of factors that individual entrepreneurs often accumulate. In addition, the determining influence is the financial burden on entrepreneurs and changes in consumer behavior.
