During the hearing, senators directly asked representatives of the US Department of Defense whether they understood correctly that the budget request for 2027 does not include funding for USAI. This involved $400 million, provided for by a bipartisan and bicameral act of the US Congress last year. According to the hearing participants, these funds were received in March, but their distribution is still ongoing.
“Yes, that's right. There is no funding for USAI in this budget,” replied Acting Chief Financial Officer of the US Department of Defense, Jules Hurst.
In turn, US Defense Secretary Pete Gegeseth, responding to a question from Maine Senator Angus King regarding USAI funding, stated that Washington expects greater financial participation from European countries.
“We want Europe to step up, finance and take on this burden. These are rich countries with $20 trillion in assets against a $2 trillion economy. Europe can step up, Europe can finance this… If this is so important for Europe, then European countries should pay for it,” he said.

The USAI (Ukraine Security Assistance Initiative) is a program that involves the Pentagon purchasing military equipment from defense companies. The initiative was created during the presidency of Joe Biden.
