The government has simplified technical inspection for international carriers — Kuleba

The Cabinet of Ministers has adopted a decision to simplify technical control for international carriers. This concerns transportation for trucks under permits of the European Conference of Ministers of Transport (ECMT).

This was announced by Deputy Prime Minister for Recovery – Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba.

He explained that these are multilateral permits that allow goods to be transported between more than 40 countries. According to him, Ukraine is “one of the most active” in using them.

“Previously, carriers underwent two separate inspections. After this government decision, initiated by the Ministry of Development, there remains only one technical inspection procedure, which simultaneously confirms compliance with both Ukrainian and international requirements,” says Kuleba.

The minister also noted that “this means less bureaucracy, less time and money, and clear rules for work,” because in recent years, businesses have spent about 300 million hryvnias “on duplicate procedures.”

In addition, Kuleba informed that the government is additionally opening the technical control market.

“All accredited entities will be able to issue certificates, not just one state-owned enterprise. This means competition, lower cost of services, and better quality,” he said.

In addition, the Cabinet of Ministers is implementing European approaches to technical control. These include: a unified classification of defects, clear rules for the operation of transport, and full integration of data into the state system of Ukraine.

“The ECMT certificate is issued immediately after the technical inspection, without additional procedures. Over 21,000 trucks were submitted for the last distribution of ECMT permits – for them, this decision means a real simplification of work,” the Deputy Prime Minister added.

Previously, President Volodymyr Zelenskyy said that Kyiv expects to open negotiation clusters with the European Union as early as June 2026.
