Escaped during shooting in Kyiv: court orders preventive measure for two patrol officers

They are charged with official negligence with grave consequences during a shooting in the Holosiivskyi district, which resulted in the death of seven people. The SBU has classified the case as a terrorist act.

A correspondent for Suspilny reports this from the courtroom.

According to the investigation, on April 18, a patrol car arrived at a call about a shooting. At the scene, they saw a child, a man, and a woman injured, who needed emergency medical care. There were other people nearby, including another child. However, having service weapons, the police did not use them. According to prosecutors, due to the inaction of the police officers, the armed man continued to move freely along the street and shoot at passersby.

The law enforcement officers were suspended from duty for the duration of the investigation.

A preventive measure for patrol officer Mykhailo Drobnytskyi.

Prosecutors requested a preventive measure in the form of detention for 60 days for Mykhailo Drobnytsky, a suspect in official negligence with serious consequences.

As reported by Prosecutor Serhiy Khodakivskyi, investigators interviewed witnesses and they said that the patrol officers left passers-by, including an injured child, in danger, did not provide assistance to those who needed it, and did not take the necessary measures to stop the shooting. Videos provided by witnesses and from the police officers' body cameras were added to the case materials.

According to the prosecutor, a preventive measure that does not involve detention creates risks of the suspect hiding from the investigation and the court, and influencing witnesses.

“Drobnytsky, while at large, may destroy, hide, or distort documents that are essential for establishing the circumstances of the proceedings. In particular, video footage from the video recorders of official cars,” the prosecutor said.

Suspect Mykhailo Drobnytskyi told the court that he did not flee from the scene of the shooting, but sought shelter to avoid being shot by the attacker. According to him, when he and his partner arrived at the call, they saw people with gunshot wounds on the street, including a child. They told the officer on duty over the radio that an ambulance and an auxiliary patrol crew were needed. He instructed his partner to examine the wounded child.

“At this time, a man with a weapon, an assault rifle, comes out of the entrance, points the weapon in my direction and begins to conduct aimed fire. At this time, I begin to move away, because I am in an open area. I begin to move away in order to find cover. At the same time, I shout for everyone to run away, to disperse. Having found cover, I took all measures to identify the attacker and neutralize him,” Drobnytsky said.

The suspect's lawyer, Mykhailo Bakhovsky, requested nightly house arrest and stated that they would post bail and file an appeal.

Precautionary measure for patrol officer Anna Dudina

The court also chose a preventive measure for Anna Dudina, the second suspect in official negligence during the shooting in the Holosiivskyi district of Kyiv, in the form of detention for 60 days (until June 18) with the right to bail in the amount of 266,240 hryvnias.

The prosecutor also requested a preventive measure in the form of detention for her.

“Dudina, being an official of a law enforcement agency, contrary to the Law of Ukraine on the National Police, on April 18, 2026, improperly performed her official duties due to an unscrupulous attitude towards them, which caused the death of people,” said Serhiy Khodakivsky.

Among the risks, he mentioned distortion of evidence and influence on another suspect and witnesses. Dudin could also hinder the investigation, the prosecutor noted.

Anna Dudina stated in court that she does not recognize official negligence and considers the petition against her to be unfair.

The policewoman said that the patrol officers arrived at a call that was reported as hooliganism. When they arrived, they saw people covered in blood, including a child. Dudina approached the boy and began to ask him about his condition. She saw that he had head injuries, not neck injuries, as prosecutors claimed, and that the boy could not hear. The patrol officer tried to call an ambulance twice, but 103 did not answer.

“We decided that I would go to the car for a first aid kit and try to call an ambulance. And I left. The thief was not at the scene at the time. I walked away literally 30 meters and I heard shots. Of course, I would look for cover. I didn't see the shooter himself. I was at a distance. I couldn't get my service weapon and start shooting where I couldn't see. Every minute I thought about this boy, every minute I thought about how I could go back and pick him up,” the suspect said.

According to her, when the police support crew arrived, the boy was taken away and handed over to Dudina. The patrol officer took the boy to a restaurant, where they waited for the ambulance.

Lawyer Mykhailo Bakhovsky requested nightly house arrest for the suspect. He stated that he would also appeal the preventive measure for Dudina in the appeals court.

What is known about the shooting in Kyiv?

In the Holosiivskyi district of Kyiv on April 18, a man opened fire on passersby on the street, and then broke into a supermarket, where he held those present hostage.

The attacker was eliminated during the assault on the store. The shooting left six people dead and 14 injured, including a child. The SBU qualifies the shooting of civilians as a terrorist attack.

Minister of Internal Affairs Ihor Klymenko ordered an internal investigation into the actions of the police officers, who have already been suspended from duty for the period of the investigation.

This happened after a video was posted on social media showing two police officers running away when they heard gunshots. The head of the Patrol Police Department of Ukraine, Yevhen Zhukov, resigned due to the actions of police officers during the terrorist attack in Kyiv.

On April 20, it became known that the death toll had risen to seven — one of the wounded died in the hospital.
