Night attack by the Russian Federation

On the night of April 15, Russian troops attacked Zaporizhia, Cherkasy, Dnipro, and other cities in Ukraine. In Dnipro, a 29-year-old woman was injured and an administrative building was set on fire. In Cherkasy, three people were injured in an attack by strike drones. In Zaporizhia, a 74-year-old kiosk saleswoman died in shelling. A parking lot, a company, a bus stop, and nearby residential buildings were damaged during the attack.

Context: On April 14, Ukrainian President Volodymyr Zelenskyy said that on the night of April 15, Russia could strike again on the territory of Ukraine. He said this during a conversation with journalists together with Norwegian Prime Minister Jonas Gahr Støre.

Defense partnership between Ukraine and Norway

During a joint conference in Oslo on April 14, President Zelensky and the Prime Minister of Norway signed a declaration on defense partnership. The countries agreed to take measures to promote closer cooperation between the defense industries to develop new technologies and increase production volumes.

“Today we launched a drone deal with Norway, our teams will now work on the details. We are also focused on our joint production projects, they are already working. We must make them stronger,” Zelenskyy noted after signing the declaration.

Støre said that the Norwegian government will carefully consider how Ukrainian technology and the Ukrainian drone industry can help strengthen Norway's defense capabilities in the long term. The Norwegian Prime Minister also added that Ukrainian instructors will come to Norway to share their knowledge with the Norwegian Armed Forces.

10 documents on Ukrainian-German cooperation

During Zelensky's visit to Berlin on April 14, 10 documents covering various areas of cooperation between the two countries were signed. This was reported on the website of the Office of the President.

It is noted that a declaration on strategic partnership between Ukraine and Germany was concluded, which provides for the relaunch of the format of Ukrainian-German intergovernmental consultations at the level of the President of Ukraine and the Federal Chancellor of Germany. It also provides for the format of regular consultations between the Ministers of Defense and Foreign Affairs in the 2+2 format.

The agreement on data cooperation envisages increased cooperation between the ministries of defense in the field of technology and the use of data obtained in combat conditions to adapt weapons and military equipment. It also states the intention to create a framework for the exchange and application of digital data from the battlefield.

The Joint Declaration of Intent to Support Industrial Recovery and Resilience provides for a German contribution of €30 million to a special program of assistance to Ukrainian industry, in particular for the participation of German equipment manufacturers in the modernization and restoration of Ukraine's industrial potential.

The Ministry of Defense of Ukraine also signed two contracts: with the American company Raytheon for the supply of PAC-2 missiles and with the German weapons manufacturer Diehl Defence for IRIS-T installations.

Context: On the morning of April 14, Volodymyr Zelenskyy paid an official visit to Berlin and met with German Chancellor Friedrich Merz. It became known that Germany would provide Ukraine with new military assistance packages, which will include air defense systems, long-range weapons, drones, and ammunition.

The first of six Norwegian F-16s for Ukraine will soon arrive in Ukraine – Norwegian Prime Minister

Six F-16 aircraft that Norway transferred to Ukraine are undergoing repair and maintenance in Belgium, Norwegian Prime Minister Jonas Gahr Støre said during a joint press conference with Ukrainian President Volodymyr Zelensky in Oslo on April 14.

Støre explained that the F-16s transferred to Ukraine were not in active service in Norway, as the country has been using the F-35 for several years. Therefore, these aircraft required serious repairs and preparation for inclusion in the Ukrainian Air Force.

“Other countries that transferred F-16s transferred the aircraft directly from operation, so they could enter service more quickly,” said the Norwegian Prime Minister.

According to him, the aircraft are now the property of Ukraine and are undergoing maintenance in Belgium in accordance with an agreement also concluded with the United States and Great Britain.

“I think the first of these aircraft will be in service soon,” Stere added.

Iceland and Poland joined the agreement to establish a Special Tribunal for the crime of aggression by the Russian Federation

Foreign Minister Andriy Szybiga announced that Iceland and Poland have confirmed their readiness to join the Expanded Partial Agreement on the Special Tribunal for the Crime of Russian Aggression against Ukraine. He wrote about this on April 14 on the social network X.

According to Sibiga, the expanded partial agreement on the Management Committee of the Special Tribunal can now be submitted for consideration and adoption during the ministerial meeting of the Committee of Ministers of the Council of Europe in Chisinau on May 14-15.

“Criminals in Moscow must realize that justice is inevitable. From ordinary Russian executioners to the highest military and political leadership,” Sibiga wrote.

The Foreign Minister noted that less than a year has passed since the foreign ministers of European countries launched the creation of the tribunal on May 9, 2025 in Lviv, and during this time all legal steps have been prepared to begin its work.

Sibiga also stated that Ukraine will continue to collect signatures from countries to join the agreement — both within the Council of Europe and outside it, on all continents.

Context: On May 9, 2025, the foreign ministers of the European Union countries and representatives of the bloc's top leadership approved the launch of a special tribunal for the crime of aggression by the military-political leadership of Russia against Ukraine. On July 15, 2025, the Ukrainian parliament ratified the agreement between Ukraine and the Council of Europe on the establishment of the Special Tribunal.
