Main points
- The intended purpose of a land plot can be changed without a land management project if there is data in the State Land Cadastre.
- The procedure for changing the purpose of land can take from 1.5 to 2 months due to simplification for agricultural land for industry and energy facilities.

It is possible to change the purpose of the plot, but the process of reissuing documents will depend on the availability of data on the purpose of the plot in the State Code. If there is no information on the functional purpose of the land, the algorithm of actions will be different.
What do you need to know about changing the intended use of land?
The “Zemlevporyadnyk” resource discusses the conditions under which the direction of land can be changed.
First of all, you need to know that there is currently a so-called transitional period in the algorithm for changing the purpose of a plot. According to the Land Code, it is possible to change the direction of a private land plot based on the owner's application and without additional creation of a land management project.
In particular, it is assumed that re-designation of a plot is possible without project development when:
- the State Land Cadastre contains information about the functional purpose of the territory on which the plot is located;
- The settlement where the site is located has developed, agreed upon and approved documentation (master plan, zoning plan, detailed plan of the territory).
Please note: The purpose of the site can be changed, but the procedure will be different.
If data on the functional purpose of the plot is entered into the State Land Cadastre (State Land Cadastre), then the creation of a land management project is not required.
If there is no information about the purpose of the land in the State Land Registry, then you must first develop a land management project, and only then change the purpose.
In situations where there is no urban planning documentation for the location of the plot, it is impossible to change the intended use of the land.
How to change the intended purpose of a land plot?
In order to change the direction of the plot, you need to follow a certain algorithm of actions.
First, you should contact the authorities for an extract from the urban planning documentation. After receiving the document, choose a land management organization and conclude a so-called cooperation agreement with it.
Please note! The contract with the land management organization must include information about the timing of the work, the procedure for its implementation, and the cost.
The next step is to write an application to change the land's intended purpose. However, it is necessary to take into account the previous situation with possible data available in the State Land Registry.
If information about the functional purpose is not in the register, then the land management organization develops a land management project, which immediately notes that the direction of the land will change.
The project creation process takes from 2 weeks. During this time, the owner of the plot must obtain additional documents – prepare cartographic materials and drawings.
Once the land use plan is in the owner's hands, the project can be submitted for approval to change the purpose of the land plot. The decision on this will be made by the local government body at the next session.
And the final stage is obtaining an extract from the cadastre with the changed purpose of the plot.
What is known about the change in the purpose of agricultural land for business?
Deputy Chairman of the Verkhovna Rada Committee on Economic Development Dmytro Kysylevsky reported on the simplification of the procedure for changing the purpose of land.
However, it is important to consider that the updates concern the allocation of agricultural land for industrial needs and energy facilities.
Given the need to build new energy facilities by next winter, this simplified procedure will solve many issues for communities that care about energy independence,
– said Kysylevsky.
Yes, now the procedure takes from 1.5 to 2 months, although previously the re-registration could take 1 to 3 years.
What else do you need to know about the specifics of land issues?
-
It was previously reported that people with disabilities, parents with many children, pensioners, veterans, and other categories may not pay land tax.
-
In particular, as noted by Larysa Kys, for Channel 24 , tax does not need to be paid even for those plots that are not suitable for use.
-
It is also known that when a house is sold, the ownership of the land plot automatically transfers to the new owner. This algorithm is provided for by Ukrainian legislation.
