Media outlets reported that the CCC has no more than three days (72 hours) to stop the booking process. Thus, they allegedly can influence the booking of employees of critical enterprises. 24 Channel asked Defense Ministry representative Sergey Ilyin to clarify the situation.
The information disseminated in the media was commented on by Serhiy Ilyin, communications manager for the digital direction of the Ministry of Defense, to Channel 24. He explained that this is manipulation.
Where does the information about 72 hours and the impact of the CCC on the booking process come from?
On the portal “Yuristy.UA”, user Petro asked how long one should wait for a reservation to appear if one has applied for it, and whether they can refuse the “reservation”.
Lawyer Yuriy Ayvazyan said that in general you have to wait 72 hours. The booking must be approved if the CCC does not put a person on the wanted list. However, in his practice there have been cases when a person was put on the wanted list at the booking stage – both at the beginning of the booking process and two hours before the end of the 72 hours.
Ayvazyan cited the Cabinet of Ministers' Resolution No. 76 “Some Issues of Implementing the Provisions of the Law of Ukraine “On Mobilization Preparation and Mobilization” Regarding the Reservation of Conscripts for the Period of Mobilization and Wartime.”
Within 72 hours from the moment of formation of the list by means of the Unified State Register of Conscripts, Military Conscripts and Reservists, the transfer of a conscript to special military registration for the period of the deferment is carried out automatically if the conscript:
- is registered in the military;
- is in an employment relationship with a state body, a critical enterprise, or a critical institution;
- clarified the personal data specified in paragraph 2 of Section II “Final and Transitional Provisions” of the Law of Ukraine No. 3633-IX of April 11, 2024 “On Amendments to Certain Legislative Acts of Ukraine on Certain Issues of Military Service, Mobilization and Military Registration”;
- is not wanted.
However, some media outlets reported the lawyer's response as saying that the CCC was interfering in the booking process and could stop the booking process for employees of critical enterprises.
What does the Ministry of Defense say about the possible interference of the CCC in the reservation?
According to Sergey Ilyin, this is manipulation. In fact, the period of up to 72 hours is the technical time for processing the application.
This is not a “window for CCC actions”, but a standard time for data verification, coordination between registries, and decision-making. Additionally, in some cases this period has already been reduced or canceled (for example, for critical enterprises). It is important that the booking process is regulated and centralized, and not a manual decision of a specific CCC,
– said a representative of the Ministry of Defense.
And he emphasized: the CCC cannot “have time to do something in 72 hours” to disrupt the booking. After all, they do not manage the booking process manually – the decision is formed based on clear data and criteria.
What do the authorities say about war and mobilization?
