Ukrposhta wants to appeal the NBU fine – the regulator's reaction

The National Bank of Ukraine responded to Ukrposhta's statement regarding its desire to appeal the regulator's decision in court. In particular, the National Bank stated that it considers it critically necessary to form an effective Supervisory Board of JSC “Ukrposhta” in the near future.

What does the NBU say about Ukrposhta's decision?

It is noted that the lack of a formed Supervisory Board for the company led to complex problems in its work, as stated on the regulator's Facebook page.

The post explained that Ukrposhta falls under the regulation and supervision of the National Bank as a licensed payment service provider. However, the company is not only a payment provider, but also an important element of the payment market infrastructure – both in terms of scale and the specifics of its activities.

According to the text, an inadequate corporate governance and internal control system in a company is transforming from a local problem into a systemic risk for the country's payment infrastructure .

Important! On March 16, the Committee on Supervision and Regulation of Banking Activities, Supervision (Oversight) of Payment Infrastructure of the NBU unanimously adopted a decision to impose a fine of UAH 255,000 on Ukrposhta. The fine was imposed for failure to submit to the National Bank the information and documents requested by the regulator in accordance with the established requirements within the specified time limits.

Based on the results of supervision of the company's activities, the National Bank identified systemic violations in its activities:

  • March 2024 – the company was fined 17,387,053 hryvnias for gross violations of legislation in the field of financial monitoring;
  • December 2025 – the NBU applied a written warning for systemic violations of legal requirements;
  • August 2025 – a written warning was issued due to the ineffective organization of the risk management system.

It is emphasized that the company's corporate governance system does not meet the regulatory requirements of the National Bank and best international practice. And the nature of the violations “calls into question the quality of corporate governance in the company and the professional competence” of its head – General Director Igor Smilyansky .

The constant failure to comply with regulatory requirements, ignoring the National Bank's requests, and public attempts to present legitimate supervisory actions as “pressure” or a “politically motivated step” indicate an insufficient level of understanding by management of the basic principles of working in the financial market and the principles of good corporate governance,
– the NBU noted.

The statement also states that the National Bank acts exclusively within the powers defined by the Law of Ukraine “On Payment Services” and other regulatory legal acts, and does not interfere with the competence of the shareholder.

At the same time, the NBU respects the company's right to appeal the regulator's decision in court.

We consider it appropriate to emphasize that, against the background of public statements by the CEO of JSC “Ukrposhta” regarding plans to purchase the bank, the company has never provided the NBU with a relevant package of documents for consideration,
– added the National Bank.

Please note! Ukrposhta reported on March 27 that the fine has already been paid in full. However, the company categorically disagrees with the grounds for its application. Therefore, it will appeal the regulator's decision in court.

  • Let us remind you that on March 17, it became known that the NBU had applied a measure of influence to Ukrposhta. This involved imposing a fine of 255 thousand hryvnias on the company.

  • The fine was imposed for violation of the requirements of the legislation of Ukraine. The Committee on Supervision and Regulation of Banking Activities, Supervision (Oversight) of the Payment Infrastructure of the NBU adopted a decision on March 16, 2026.
